I nominate Spiritomb to be moved to BL based partially on the Support characteristic and partially on the Defensive characteristic.

I'll start with support, also I already typed this whole thing up once and it got deleted somehow so this will be a little bit more brief =(

He's unparalleled as a spin-blocker right now, with no weaknesses and huge defenses, the spinners of UU are simply incapable of doing anything to Spiritomb, and will either die to it 1 v 1, be forced out, or let it stat up for a sweep. Unlike other spin-blockers in the tier, he can easily take repeated attacks from all of the common spinners, and recover it off with Rest or Pain-split. This of course keeps your spikes/SR/Toxic Spikes on the field allowing much easier sweeps by your teammates.
Hitmon(top/lee/chan) can only threaten with foresight, a largely useless (even laughable) attack in most situations, and will still be neutered by a WoW in the meantime. Hitmons additionally have no means of recovery and can only come in to attempt a spin a few times at most.

Claydol is not an offensive threat to Spiritomb, allowing Tomb to switch in on him all day, meanwhile Tomb forces Claydol out every time with potential status, SE STAB, or stat ups.

Cloyster and Blastoise are simply too weak to do anything to it. Blastiose can PHaze Tomb out but that's only a temporary solution, and doesn't work if Tomb taunts in the meantime (a likely scenario). Again, in both cases these are pokes that don't want to be statused, can't recover, and would allow tomb to setup on them.

As we go down the line viable spinners are more and more difficult to find. Sandslash and Torkoal are terrible team choices for the most part with so many more powerful pokemon available, and aren't great against Spiritomb anyway. Same goes for the likes of Armaldo.

If your opponent has a Spiritomb on their team, the only way to spin is to kill it first basically (true with most spin-blockers). This is where Spiritomb shines most though. His crappy 50 base HP is made up for by exceptional 108/108 defenses. With no weaknesses he's a bitch to take down, and finding a switch in on him is near impossible. If you switch into Tomb you'll likely either eat a WoW, find yourself facing a +1 SA +1 SD Tomb, or be taunted on the switch. Once you have safely switched in, another problem arises. You will not be able to OHKO Spiritomb. I'm going to do some calcs and throw them out here, but most sweepers don't manage a lot of damage to Tomb without a Swords Dance first, difficult when two of the possibilities switching in are Taunt and WoW. This also causes a lot of switches, when the counter they send in was going to Taunt, but is taunted on the switch, or was going to be a phys sweeper but was WoWd on the switch, etc etc.

Aside from keeping your entry hazards on the field practically indefinitely, and being one of the hardest pokes to kill in the metagame, he is also an effective sweeper. The Resttalk/CM/Dark Pulse set capitalizes on opponents mistakes and mispredictions to quickly setup a Poke with a huge stab attack and enormous defenses on both sides. His STAB meanwhile is the very potent Dark Type, once the opponents Steel type is removed it's a pretty easy sweep, especially if you've got Spikes and/or SR on the field (and guess what, you've got the best spin-blocker)

TL:DR

Spiritomb makes Rapid Spinning unviable/impossible.
Spiritomb is possibly the hardest Poke in UU to kill and one of the hardest to switch in to.
Spreads status and forces switches causing a lot of residual damage.
Can also make a very good bulky sweeper.
