I get why they did it, but I disagre. With Cresselia, it's associated with that sidequest about helping the kid that's having nightmares, but good dreams are already associated with Psychic. With Wigglytuff line, it's literally only because it's pink and needs a buff.

Super Effective vs.: Dark, Ghost, Poison
Dark, Ghost, and Poison are all types related to evil, sickness, and death - and these are types that a healing, caring Pokémon would naturally excel against. It fights the evils of the world with compassion rather than brute force.
Not Very Effective vs.: Bug, Fighting, Ground, Heart, Ice, Rock, Steel
Ground, Ice, Rock, and Steel are types indicative of things that are not "alive" in the traditional, organic sense of the world. It also struggles against Fighting- and Bug-types, because these are the "heroic" typings of the setting and the natural impulse of the Heart type is to support them rather than fight them. It's the same with itself; Heart-types can't get on board with attacking other Heart-types

Defensive Matchups:-
Resistant To: Dark, Electric, Fire, Ghost, Grass, Heart
The effects of Dark- and Ghost-type are covered in the offensive typing section. However, Electric- and Fire-type attacks are linked with a particular status effect (Paralysis, Burn, and Freezing respectively); it seems logical that a healing type would be resistant to such things. Finally, Grass is listed here due to its relationship to plants and similar healing items, which a Heart-type would very much take in its stride. It also resists itself... obviously.
Weak To: Bug, Fighting, Ground, Ice
Again we see the reluctance to stop the "heroic" types from achieving their goals, and also Bug could really use a buff as an offensive typing. Ground is also present as something opposed to the Heart type's ability to heal, and a Heart stopped by coldness is just fitting.
Immune To: Poison
Poison occupies a special place, as it is something the Heart-type is diametrically opposed to. Thus, it has the dubious honour of being completely stiffarmed by two different types in the game. Who'd be a Poison-type, right?

Yeah, that's totally unreasonable in terms of balance, and given that I'm a council member, my words actually have weight here. The logic behind it being weak to Ground doesn't even make sense!

It's best to see all types in a vacuum. After all, new users of said type can shake everything up later on. Would Marshadow be OU banned if he were Ghost/Psychic instead of the unresisted Ghost/Fight?

You should not just consider matchups with the types, but also how it effects other types, even dual types. For instance, a type SE vs Ground and Rock would just make life harder for Rhyperior as it picks up its 3rd 4x weakness. Again, this is a delicate procedure.

I agree that Heart has no business doing what its doing rn on the type charts, but I gotta tell people that they cannot expect one typing to solve all of the type chart issues all at once! Everyone wants the one type to resist Ghost, Fighting, Ground, weak to Poison, resisted by Ice and hit half the type chart super effectively! Not agreeing with CCC's matchups, but ppl need to keep that in mind.

Chansey just gained a massive buff and should be banned ASAP. Now it has 6 resistances, 1 immunity and 4 weaknesses, so overall much stronger than before. With a Dark-type resistance, Knock Off remains a problem because it removes Eviolite, but not because of the damage it deals. Some few Bug, Ground and Ice types can deal more easily with Chansey, Lando-T and Zygarde included, but lots of other attackers like Tapu Bulu, Tapu Koko, MegaZard X, Kartana, Ttar now struggle more against it.
Magearna is probably dropping in usage. Still checks Fairies because of Steel-type, but Fairy is a much better offensive type than Heart. Heart/Steel is also not as good defensively as Fairy/Steel, as it's quad weak to Fighting and Ground (although the Ground weakness might be gone soon).
Technician Mr. Mime + Warm Glow would be really nice, even though it doesn't get STAB.
Whatever gets Care Package is going to be S-rank in Ubers because of Xerneas. Even Delibird.

About balancing the type chart, I think Heart has good reason to be weak to Poison and Grass. Contamination in a healing environment is dangerous. A sick or poisoned doctor can't heal others. You don't feel as passionate about things when you're poisoned. Even though herbal medicine exists, a vast majority of plants either do nothing or are actually dangerous/poisonous. Etc etc.
To make everyone happy, we could give Heart-types some Ability in the lines of "Extra Clean" or "Disinfection" that would work like Levitate for Poison-types.
