EDIT: In reality my first thought was to make it a third type of condition, because wind doesn't affect the Terrain in our world, but this would have meant that you could summon 3 conditions at the same time: weather, Terrain and Tailwind, but Tailwind now has also boosting effects. So, dunno, making it indipendent from Terrain would make sense flavour-wise, but would make the condition lose balance. What should I do in your opinion?
