Ok, breeding a Meowth-A and putting Foul Play on it. Now, here's my question: It's Attack IV is irrelevant right? Since Foul Play relies on the opponent's Attack stat and not it's own, it doesn't matter what it is right? It could be 0 IV for Attack and would still do the same right?
