Tornadus is a great lead, especially for a Rain Dance team, because of Prankster, allowing Tornadus to basically outspeed everything when placing Rain Dance. It's also quite strong, and can dish some damage with Hurricane and Superpower

Blastoise-Mega @ Blastoisinite
Ability: Mega Launcher
EVs: 252 SAtk / 252 HP / 4 SDef
Modest Nature
- Water Pulse
- Aura Sphere
- Dark Pulse
- Rapid Spin

Blastoise allows me to get a lot of coverage that I wouldn't have with other Water Pokes. It also allows me to get rid of Entry Hazards.

Kingdra @ Life Orb
Ability: Swift Swim
EVs: 252 Spd / 252 SAtk / 4 SDef
Modest Nature
- Rain Dance
- Hydro Pump
- Draco Meteor
- Surf

Kingdra is a great Rain Dance poke. It is much faster in Rain Dance, and, I can effectively spam Hydro Pump and Surf. The Draco Meteor allows me to take out some pokes that I wouldn't normally be able to kill.

Raikou @ Life Orb
Ability: Pressure
EVs: 252 Spd / 252 SAtk / 4 HP

- Calm Mind

Raikou has great moves in the Rain: Thunder, Weather Ball. (Even though the surprise factor is gone). And I still think Raikou hits quite hard in UU, even though there a lot of stronger pokemon.

EVs: 252 Spd / 252 SAtk / 4 HP

- Giga Drain
- Ice Beam
- Rain Dance

Another great Rain Dance Pokemon. It is able to jump in and hit hard, though I seem to use it more for it's Ice Beam and Giga Drain, than it's Hydro Pump.

Florges (F) @ Leftovers
Ability: Flower Veil
EVs: 252 SDef / 252 HP / 4 SAtk
Calm Nature
- Wish
- Protect
- Aromatherapy
- Moonblast

Fairy pokemon. It walls a lot of the Dragon and Dark Pokemon, and hits hard with Moonblast back. It's also great support.
 
Myth: Water Pulse > Hydro Pump

It saddens me when people run Water Pulse over Hydro Pump on Mega Blastoise because it gets the Mega Launcher Boost. Let's do some mental math, shall we?

Water Pulse: 60 BP move + 1.5 STAB Boost= 90 BP. 90 BP + 1.5 Mega Launcher Boost = 135 BP. 135 BP + x2 Rain Boost = 270 BP

Not bad, let's try Hydro Pump.

Hydro Pump: 110 BP + 1.5 STAB Boost = 165 BP. 165 BP + x2 Rain Boost = 330 BP

I'm sorry, but imo, the perfect accuracy and confusion chance aren't worth losing 60 BP. Let's do a calc vs 2 special walls, Chansey and Florges.

Looking at the calcs, Min Hydro Pump > Max Water Pulse, just showing off the power difference. It's not like you should stay in against Chansey anyways, but there's definitely a difference.

The power difference is still visible. Again, Florges is bulky af, but you can still see that Hydro Pump > Water Pulse, even if you risk missing, the power output will be much more massive.
 
Your team is comprised of almost entirely special attacks, superpower and rapid spin being your only physical ones. A specially defensive wall like Florges can completely stop this team because you have neither physical moves nor anything super-effective against fairy. I recommend replacing either Kingdra or Ludicolo with a physical attacker, probably Kingdra because of it's poor coverage (2 water type moves?). Toxicroak would work well on this team. It's not another water type, uses physical attacks, it's ability makes it immune to rain-boosted water attacks and it heals from the rain, plus you'd gain access to poison type attacks for fairies. Either a swords dance or a bulk up set would work on it.
