This seemed like a good start, and creates a physical version of Throat Spray. I imagine the main Pokémon who could be interested in running this would be Gallade & Kleavor, pairing the Whetstone with Agility & Sharpness (Veluza can also do this, but less viably and has alternative Attack/Speed boosting options in Filet Away).

Justification: This move already has a downside of being a strong move with a massive 50% (now reduced to 40%) recoil. We might as well increase the accuracy of it to make it more useful. 80% accuracy is annoying, it always misses whenever you need it to hit. At least this will make Rock Head Pokemon like Arcanine-Hisui be more consistent, while still being a scary physical move for someone to use as coverage. Also increased the PP of the move, as apparently Wood Hammer has 24 max PP, so increasing this from max 8 felt reasonable. Power reduced from 150 to 140, which is still a very strong move.

Justification: Here is my take on Stealth Rocks: this is the hazard designed to hit Flying types, who are immune to all other hazards. Instead of penalizing Fire, Bug, and Ice types, two of which already suffer for being bad types defensively as is, let's change this to specifically target Pokemon immune to grounded hazards, namely Flying types and those with Levitate. Also, reducing the damage to Rock-types, who I personally think should resist Rock-type moves, which is a whole other conversation. This change makes it less beneficial of a hazard to use, so you can add a second layer, and the damage done changes slightly. Now, the maximum damage a Pokemon can take is 40% of their health, instead of the 50% currently.

I should clarify that the minimum damage would be 5%. Being a Ground/Steel type wouldn't give you a double reduction with these new rocks. The math would now be as follows:

10% x 1/2 (if Rock/Ground/Steel) x 2 (if Flying or has Levitate ability) x (# of layers)

Justification: Aftermath is a mediocre ability on the Pokemon that have it (namely being the one useful ability of Electrode). This new change adds a couple new flavours: 1) it is no longer triggered exclusively by contact moves, and 2) the Pokemon can trigger it itself by using an Explosion move. This means you get a bit more bang for your buck when exploding, even doing solid damage to bulky rock, steel, or ghost types who would normally not be afraid of the explosion. I would be willing to make a slight amendment if it is thought that this would be too powerful that this can be triggered by something that isn't an attacking move, namely that hazard damage or status could also trigger the ability based on its current wording.

"Explosion moves" in this case would just be the moves it currently blocks (Explosion/Mind Blown/Misty Explosion/Self-Destruct) but could be made a larger category to include moves such as Shell Trap (or any other future moves someone wants to add to this category) in order to make this ability better. I could even see moves like Steel Beam or Chloroblast being added to this category.

Justification: This change is two-fold. First of all, negating terrain as well as weather makes sense, and I am surprised Game Freak didn't make the change in Gen 7 (admittedly, being only available to Golduck and Altaria probably meant they forgot the ability even existed). Secondly, making sure abilities that often get triggered by these weathers/terrains, especially the paradox Pokemon's abilities, also makes sense. The extra wording though is to add a bit of surprise benefit to the ability. Often Unburden mons will use terrain Seeds to trigger their ability (not so much now because of no Tapus, but you get it). So, being able to temporarily cancel out the boosts from Unburden, and from the paradox abilities (even if triggered by a Booster Energy) gives the ability a lot more use. This probably isn't enough to get Altaria into OU, but it could be enough to make another Pokemon gaining the ability be useful defensively against all of these Paradox Pokemon.

Justification: A small buff to Mimikyu. Just something I have thought of in the past, namely that Mimikyu should be able to repair its disguise if it gets healed. Also it takes slightly less damage when the disguise breaks. This edit ensure its own ways of healing (Leftovers, Drain Punch) cannot give it back its Disguise, but teams can work to give it back its Disguise through team synergy. Heal Pulse (also Life Dew, Jungle Healing, etc) in doubles, or Wish/Healing Wish/Lunar Dance in singles. This would also ensure that if it is revived via Revival Blessing that the Disguise would also be restored (which I do not know if this is the case or not). Note that unlike before this edit, Leech Seed does not do enough healing to restore the disguise, nor would something like Aqua Ring if it knew it. It has to be an active bit of healing thanks to an ally, not any sort of passive healing.

It could have a niche use on a Trick Room team by being given to something that can survive a turn before Trick Room ends, giving them increased speed for when the battlefield returns to normal.

Most Hisuian mons have strategies that would have them not want to run this item, but those who need a little something to be better will enjoy this buff. 1.3 instead of 1.5 feels fitting for the fully-evolved mons receiving this.

Gave the original Zarude Knock Off because it made sense yeah, and also just needed a better Dark type attack in general and Darkest Lariat is dexit anyway. They both get Coil and Long Reach because um, vines wrapped around them and they can literally do whatever the hell they want with it. Both of them should be able to become great attackers in the metagame.

Justification: Pop Bomb is a very funny move that instantly becomes not funny if it's on a good mon and consistently lands. This does much less damage, but it's more reliable with every hit after the first guaranteed, counting up to 90 BP, although there's some crazy variables in there with only getting STAB on the first hit, hits that might be super effective, double super effective or not very effective, and (I assume at least) that a multi-hit move changing into a type the target is immune to ends the move altogether. And then there's the unique secondary effects depending on the user's type, which (spoilers) is relevant to Maushold thanks to its changes below. A move with very funny interactions that adds to Maushold's new chaotic nature.

Justification: Maushold goes from a gimmick mon stuck just shy of OU and walled by Rock/Steels to a fast, all-purpose utility and gimmick mon. With its reworked signature move and drastically expanded movepool, its coverage is impeccable and will definitely make it a victim of 4MSS... with the obvious caveat of having not that great of an attacking stat. Either Protean or Parental Bond can help patch up this weakness. Protean will see more use on utility lead sets that'll use a move to change into any type on turn 1 thanks to Maushold's expanded movepool, and then Pop Bomb to get lots of chip and the set-up move of choice depending on their type. The utility this provides is vast, but also limited due to how frail Maushold is, and it not having any other way to set up hazards/terrain/weather without using Protean to change type first. Parental Bond forgoes any of that utility for damage, lots of hits and secondary effect-abusing.

Submissions don't close until Sunday, but I'm gonna put out a sub review now, since we have such a high number of submissions

I'll basically just be giving some brief (as in like 1-2 sentences) feedback on all submissions, including whether or not your sub could be vetoed (meaning disqualified from voting). Note that I haven't talked with the rest of council about vetoes or anything, so none of the vetoes here are official, with the official veto slate happening in 2 days when submissions close.

- Another cool ability that I'm not super sure how it'll pan out, but moreso because we'd have to be kinda careful with the distribution since you would be giving priority to decent strong moves, especially if they get STAB on it
- Is fine

:weavile:Would be the least interesting way to bring Weavile back to viability, but it'd work
:mabosstiff:Don't think it quite hits viability with the extra typing. Maybe add Shadow Sneak or Sucker Punch, which makes it easier to threaten stuff out and get Stakeout-boosted damage on prediction

- I prefer Jolte's Moody to this, this is kinda just a really slow way of getting an omniboost that might end up being toxic with Protect or Sub stall shenanigans

:electrode::electrode-hisui:I really like the Electrode-H (Sap on SubSeed sets sounds a little goofy but w/e), but regular Electrode concerns me. I'm not a fan of adding another ESurge mon because of how good the Quark Drive mons become (Pincurchin's horrible self even has a niche in OU rn because of this), but it also looks really hard to take on with dual 140 BP STABs and that Speed stat, plus Overheat for fat Grasses or even Foul Play for Dragapult. I'd have to double check with council, but this power + enabling Quark mons could make this vetoable. At the very least I'd remove Rising Voltage and then see what we think

:houndstone:I like it, should make it decent enough even without Last Respects with the typing, actually STAB, and decent utility, kinda just sits on a bunch of physical attackers

- I like this, good way to unban the move.

- Seems neat for defensive pivots, basically a built-in Parting Shot.

- Not 100% sure how I feel about it, but it's undeniably interesting. Honestly sounds almost broken on Zoroark-H, but aside from a couple other Special Normals I can't really predict how this pan out. Also, assuming this works like Pursuit, Teleport would let the mon dodge the boosted damage since it goes after.

:heavy-duty boots:Is a joke sub. I wouldn't vote for it, but it is very funny, so it did its job

:reaper cloth:Already gave thoughts on this, still sounds like a fun high rish, high reward speed control option. I could see Unburden Sneasler going crazy with this, getting a Scarf until it gets hit and then getting Unburden speed

- Very good Rage Fist nerf
- Distribution is gonna be tough and will likely hold the move back a ton, but on the right mons this goes crazy

:sticky barb:Sounds funny. Maybe you use it on a lead while having Great Tusk or something on the team to Spin, seems worth on bulkier leads like Glimmora (who can also Mortal Spin the Spike) or Unburden mons (second cool item sub that Sneasler goes crazy with, I hate that mon lol).
:eject pack:Sweeper repellent, is decent. I feel like there could be some toxic interactions with this but I'm not sure what yet

- Sounds like a lot of fun, pairing this with Kingambit and going stupid
- Fun way to buff up some mons by just letting them hit real hard. Probably broken on Shocks though

:scyther:I like all the buffs a lot (esp since my deleted Scyther sub had most of them) and any of the 3 with Webs sounds hilarious

- Fun move. Strong priority like this would usually make me concerned, but if you were to do this to any type it'd be Bug (First Impression already proved that). SD Scizor with this + BP and CC gonna go crazy

:stick:Sounds cool, though idk how codeable this is

- Regenerator feels a lot weaker in this gen than Gen 8 (basically just Slowking-G with a hint of Torn-T and Pex), so this feels very unnecessary
- I found this ability to be decent in Megas Revisited, so it should be equally decent here. Burning is interesting, as burns are non-Fire or Ghost-types are rare without Scald (for the better) and feels like a bit of a healthier punish than trapping

:glastrier:Fat af horse. Might make being a bulky Ice-type work when it's just THAT bulky, plus Chilling Neigh sets appreciate recovery if they're running Substitute or something, sounds cool

- Arboliva being a mini-Miraidon with 3 Speed sounds hilarious, am a fan
- Simple but effective nerfs to the Runi abilities. Note that since these abilities are clones of each other, you can combine them into 1 sub, which'll make these much more appealing since people won't have to use 2 votes to get both

:chien-pao:No SD or Tera means that this is probably enough for Chien to get unbanned even if your Sword of Ruin nerf doesn't win. Whether or not I actually want to play against Chien-Pao again is a different question, though
Also, like with your Ruin subs, you can combine these into 1 sub since Chi-Yu and Chien-Pao are counterparts (by virtue of being in the same legendary family)

- It's alright. Wouldn't normally want to add simple 50% recovery, but with them being worse now it's fine to do once or twice
- Nothing special but pretty good. Would rather have a different secondary effect (or a high crit ratio, like in PLA) instead of flinch but it's fine either way

:lagging tail:Cool item, been seen before in another Pet Mod and it worked well there, should be the same here

- Another fun fainting ability this slate, another thing that's been seen to good success in another Pet Mod

- Calling these counterparts is a stretch since they just have the same secondary effect. Honestly could just make them all 90 BP to make them true clones and give Fighting-types a nice secondary STAB option while making it a Fighting move a couple mons could genuinely start using like Dragonite, Meowscarada, and Kingambit

While I'm not a fan of adding unexpected coverage stuff, this would be a lot more effective if you just made Tera Blast into Natural Gift with all the same effects (including consistent 80 BP), giving it to some mons, and not have to rely on both an item and move winning while adding potential interactions with Harvest
:ring target:We had an item with this effect back in SylveMons and things didn't end well. Can't say for sure if this would get vetoed since the potential abusers of it aren't nearly as crazy as they were in SylveMons, but it still sounds pretty crazy

- Speed drop is cool, but item removal isn't as major as it was last gen (not yet, anyway), so this isn't super duper needed to me

- Pretty decent, could probably do a 30% boost since it takes both the item and ability slot for a power boost. Also Volbeat and Lanturn aren't in the game

:muscle band::wise glasses:Not too sure about these, losing secondary effects is big, but this is still a Life Orb boost with a much easier-to-stomach drawback. I'd recommend going down to a 20% boost. Also, like Ceaseless Edge and Stone Axe, these can be made into 1 sub as they are clones

:decidueye:Both Decidueyes have a lot of potential in OU, though moreso Hisuian Decidueye, so this would be a great way to help the original compete with it
:gengar:Would probably get it into OU, it's basically a mini Spectrier. The one thing that keeps this from being broken is that it can't boost its Speed.

- It's close between this and G-Luke's Shelter, but this is probably my favorite new hazard removal sub, I am a huge fan of this
- Lets Tinkaton 1v1 Corviknight, automatically best sub. Jokes aside, I like buffing Tinkaton, since Magearna getting banned leaves space for a Fairy/Steel to take its place
- Low PP keeps it from being broken, but this could be pretty wild on some mons, would have to see though. Also, the effect description should make it more obvious to voters that this is Gen 2 Rest (though maybe it'd make more sense to make this change to Sleep Talk to accomplish that, actually)

:grafaiai:Simple, but surprisingly effective change, could give Grafaiai some niche usage based on STAB Knock and utility alone

- Extremely good for HO teams, setting both screens, pivoting, and preventing their removal (aside from Tidy Up and Court Change) all at once. This might legitimately be too good for HO, but I'd have to get back to you on that

:red card:Probably too niche to see use, even on Pawmot or the Burn Up users (that apparently don't exist despite the move being in the game???). Maybe make it boost the power of STAB moves by 1.1x or something to make it more appealing?

- Grim and Chilling Neigh all in one, is fine. I see what you were going for but this would probably be broken on Iron Valiant, even with losing the Quark Drive Speed boost
- This is what Gogoat deserves, I approve

:samurott:JolteMons players have already been traumatized by Shell Smash Samurott, so while this version is a bit more balanced, I'm not sure if I wanna go through that again
:magearna:Should be fine, just does Gen 7 Magearna stuff but without Shift Gear. This is the one Trick Room buff I'll accept, since it adds so much more on top of it
:landorus:Also probably fine, probably worse than Therian just like the other Incarnate forms actually. Will commit war crimes with Plot or SD sets

- These get absolutely ruined in terms of flavor, but in terms of actual gameplay it sounds decently cool, levels out the playing field across terrains and weathers, getting rid of the more Sun dominance that we see (and would see with Electric Terrain if Pincurchin wasn't thankfully bad). One thing I would change is to swap Iron Treads with Iron Leaves, just makes more sense to have the mon with a signature move boosted by Electric Terrain to benefit from it, especially since it wouldn't have to compete with Iron Valiant in that role anymore, giving it real use. Also Iron Moth getting to benefit from the best terrain setter sounds terrifying, not sure if we'd let that happen if this wins

- All the moves are basically the same concept, just making some moves more consistent. Not very interesting but not bad

- The synergy with Explosion is fun, enough to make me like this as its otherwise still just as meh as Aftermath originally was
- Fire resistance fits well flavorwise, but it doesn't really help anything that already gets it or anything you suggested, plus it's similar to the better Thick Fat. Maybe make it weaken a different type
- If Regigigas was already in the game I'd be more okay with this, but this seems kinda pointless to add without it, you even say yourself that nothing wants this
- Espathra is still annoying, but it's way more balanced without Tera, so I don't think if gutting the ability is really warranted

:rusted sword::rusted shield:Not really a fan of these, even if it only works once and replaces your ability, this can still make physical attackers really crazy with the Attack, especially on teams where they don't have to switch like on Screens. Rusted Timepiece falls into this pitfall as well. Could get vetoed because of it, not to mention Slaking going crazy with it
:red card:This is exactly the same as my Clear Amulet sub, so it would get vetoed for being a copy of an earlier submission. Though, since I did also submit it, you do know that I am a fan of the concept

:vespiquen:Not gonna set the world on Fire or anything, but this could actually be pretty cool as a new Dark resistance with a bunch of utility. Maybe add a little more utility like Defog
:delphox:Would be a huge buff, as Fire/Fairy is an amazing typing, all the move additions are huge, and recovery + Magic Guard lets it stay around. Might actually be so good that it'd get vetoed. I'll have to check with council on that, but if it does get vetoed, I'd recommend just giving it Magician back over Magic Guard, since there's another Magic Guard Delphox sub and the rest of the additions are still enough to make this viable

- Sounds fun, more interesting form of recovery that helps more over time to help on Calm Mind sets

- Interesting way to squeeze a little more distribution out of Toxic. Drawback might be too harsh, even with the Gastro Acid effect, based on the distribution you suggested though, maybe 12.5% self damage
- Too many effects imo, probably just stick with setting Snow

:revavroom:The only Tera-adjacent sub I don't dislike, probably mostly because only one mon can use it

:houndstone:Compared to the other Houndstone sub, this one is a better Sand Abuser but probably a worse wall (though Parting Shot helps a lot). Both are pretty cool.
:enamorus:Would rather not have Glare on this (I have stolen too many games with Serperior in Megas Revisited to want that in more metas), but it's alright otherwise

:eviolite:Eviolith usually ends up being noob bait and it'd probably be the same here, even with this gen having by far the best abusers of it

:iron thorns:Iron Thorns isn't nearly as bad as Pincurchin, which concerns me as an ESurge mon, but it's still kinda bad so maybe I can get behind this

- It's alright. I don't typically like hard focusing on stopping all pivoting, but giving this to a couple mons could make them like a CAP Miasmaw type of balance breaker that discourages pivoting, idk

:toxic orb:Another anti-Knock sub, don't find them super necessary. Not yet, anyway

- I'm more of a fan of Meteor Beam when it comes to Special Rock moves, but this is okay too
- Interesting in concept, giving the user the option to give a teammate a free switch-in or just hard switch itself, but I'm not super sure how it'll pan out in practice. Might be good on Tran or a nerfed Chi-Yu, but idk

- Is Battle Bond. Making you actually earn Hero Palafin is definitely enough to free Palafin, as the Bulk Up sets that made it broken are a lot worse when it needs enough power to actually kill things

- Mini-Bleakwind Storm is okay. Not very interesting, but okay
- Somewhat interesting, gives a consistent Rock move but requires you to use it on Screens teams to get. Rock might be the wrong type for this though, most Rock-types suck on screens (mostly cuz they are kinda just suck in general)
- Never really been a fan of distributing Volt Tackle, but that's just me. I found stuff like Lightning Lance from JolteMons to be a lot more interesting
- I don't think anyone who want Attract buffed, it's just annoying and this would add a cheese option to all legendaries, which would be toxic on most of them

- This would probably get vetoed as adding a new weather is outside the scope of the mod
- Is cool if it stays on just Klawf, most other things would probably be broken with it
- This level of scouting could honestly be too good in the game of information that Pokemon is, but I'd have to check with the rest of council about that
- This would get vetoed, way too many toxic interactions you can do with this (namely priority moves and moves like Giga Impact)

- Baxcalibur doesn't really need the buff, but this could be cool on some other Ices like Avalugg or something

:room service:Would get vetoed, extending Trick Room turns almost always ends badly, as seen in SylveMons (even after Time Warp got nerfed). The only times it didn't were CAP and MegaMax, but in both cases the extension was tied to an ability that only one mon without pivoting had. Not to mention, Ursaluna already making Trick Room viable already pushes this over the edge,

We're just going to eventually hit all of the Eeveelutions name-wise, aren't we? Can't wait for the FlareMons Pet Mod were we're forced to gut movepools and make every mon feel as unloved as Flareon.

To balance out being a smart-ass, I'll link to the Gen 9 data spreadsheet because I can't be the only person can't remember everything that was deleted, even just move-wise, or that isn't back (yet?) like all of the Regis sans Regieleki and Regidrago. (EDIT AFTER WAKING: ...So, it might help to actually link to said "Gen 9 data spreadsheet", wouldn't it? Honestly, the saddest thing besides forgetting that is I made far fewer typos than when I'm more "awake".)

With that done, since I am apparently a sadistic masochist, I will both try to make 16 entries in one go and focus on weaker mons that that most still haven't been touched yet even as much as people seem to be trying to save Avalugg-Hisui's doomed self. I also will be focusing on Sand for a lot of my entries because it's coarse, it's rough, and it gets everywhere, and I want everyone, especially Sun, to suffer like Sand has suffered this Gen for no real reason. Here goes:

Justification: I figured I would make my first move something that killed three birds with one stone, in this case literally given people keep kvetching--understandably--about physical Rock moves' inaccuracy. So here's introducing a "lesser" Psychic Fangs--why is that move just randomly 85 BP?--that has no type immunity and can be powered up by weather without becoming too overbearing or widespread or outpacing Stone Edge. It also helps destroy Light Clay screen strategies more casually than Psychic Fangs because it actually hits Grimmsnarl or other potential Dark mons behind screens--cough, Kingambit, cough. And it also gives Avalugg-Hisui another actual move for Strong Jaw, STAB even, since Game Freak couldn't be bothered to--stupid Mountain Gale. Without Aero(-Mega) in the game, this should be balanced even with Lycanroc-Dusk lurking around, especially since even in Sand it has less BP than Stone Edge still and, worst comes to worst, we can just...not give it to Lycanroc-Dusk. (You can also maybe give this to Bombirdier since birds can have somewhat nightmarish "teeth" and that thing is just randomly Rock-oriented, but meh.)

So here comes an odd sidegrade to my winning Shadow Punch idea from Joltemons (which I don't want to resubmit right now since I'm masochistic enough to try to make everything new apparently). This would allow those privileged Fairy jerks who might tend towards the physical to have something more reliable than Play Rough but to not have it be too strong. I could see boosting it to 75 BP, but meh--again, Fairies are jerks. (Dancer mons aren't though--just victims.)

Since we don't need that effect back, instead I'm trying out a new effect since I apparently really hate HO, though in my defense, it feels like HO has been all Gen 9 has been so far even with the usual adjustment period beyond Dondozo and Garganacl being obnoxious walls. If nothing else, then this rather blows up Calm Mind Hatterene.

Regardless, it at least makes two of my moves Sand-related. Yay!

So now there's this version, which also gives Sand far more diversity among types with abilities that actually benefit from it. (Doing this also made me realize how many Flying mons don't use wings to fly, especially in Gen 9's National Dex. Not sure if that should affect the distribution of this if it wins, but that's mostly what I was going by beyond not giving it to Dragonite, Gyarados, Landorus-Therian, or Salamence even though it would fit them since they're all likely to be overpowered with Wind Rider.)

Justification: With all of the Swords of Justice gone outside of the random robot version of the worst one (that's still currently a bit bad), changing Justified becomes a lot more easy to do without worrying about automatically breaking any of the mons that still have it. I figure given how obnoxiously free both Ceaseless Edge and what remains of Knock Off currently are to click, a Dark-absorbing ability has good merit even before Kingambit's and the Ruination legendaries' additional existences. That three of the most appropriate new instances for it--really, the "only" ones since Honchkrow is a largely a joke--all happen to also be Grass to absorb Samurott-Hisui's other STAB is genuinely coincidental, not that it helps the non-Robin Hood ones much since they both get exploded by X-Scissor and, in Zarude-Dada's case, also Sacred Sword to a lesser degree. (Regular Samurott could be given this for maximum irony even though it's going to need more boosts than just this, and I guess we can give this to Palafin if we care about its regular form being unbanned but then likely still never seeing usage anyway.)

Justification: Look, I've been at this for like eight hours straight already since I started with the Pokémon adjustments first and then restarted from the moves, so I'll admit this isn't very original. Still, if Snow is going to lean into the whole "let's make Ice mons defensive still while still not giving them any actual goddamn resistances", then this at least has a chance to be decent if utterly uninteresting. I just want to try to get to sleep and inevitably fail to do so.

Name: Mycellium Might (adjustment)
Effect: This Pokémon's Grass moves go last in their priority bracket, ignore Abilities, ignore items, and have their power multiplied by 1.5.

Justification: As I said, I am tired, so why not do the worst new Gen 9 ability that was clearly made with Spore in mind. I hate to split the vote on this, but I feel like Leech Seed isn't enough for how debilitating this is to an otherwise would-be good mon, especially given Toedscruel needs to be stuck with some form of it since 100 Speed Spore is just asking for unfun times. So I figure the best compromise is to just...let it apply only to Grass moves, even if that includes damaging Grass moves now which seems fine-ish since Giga Drain getting more than double STAB--this is an added Steely Spirit boost, NOT Adaptability--works well with going last. Breloom benefits the least due to, uh, not using Giga Drain, but meh, it already has two excellent abilities, and Effect Spore not randomly cheesing people is its own reward; Brute Bonnet's just kind of a victim at but can at least hit stupid hard with Booster Energy while not being locked into Seed Bomb. Similarly, Toedscruel won't be able to get hazard past Magic Bounce (read: Hatterene) now, but that was basically the only thing its ability was "good" for before while dragging it down in every other aspect that wasn't worth the trade off. After all, it's not particularly difficult to set up hazards in this gen anyway even past Magic Bounce; Ceaseless Edge and Stone Axe say "oppression"--I mean "hi".

Justification: Since Overcoat was already submitted for adjustment (even if I like G-Luke's Shelter slightly better unfortunately), I figured I would touch the item that also got indirectly screwed over by the change from Hail to Snow. Safety Goggles was already pretty niche even when Hail existed, and while it still has use blocking Spore, that's about it. So I figured an accuracy buff seems fine since Wide Lens and Zoom Lens both suck and so very many submissions are just resubmitting moves to be slightly more accurate. It really shouldn't be above 1.2x accuracy though since we don't want 100% accurate Stone Edges, among other things, without Gravity. (Also, this being one of the first two things I had in mind before I started this madness is why Mycellium Might above specifies "ignores items" now too instead of me just really hating Rindo Berry.)

Name: Folding Fan ("original")

Justification: Honestly, the thing that annoys me most about a lot of the newer Gen 9 mons is how even after accounting for all of the moves that were deleted in general, their movepools are just unreasonably shallow even for an initial game. Brambleghast is maybe the worst example of this, being yet another physical Grass/Ghost mon--why, Game Freak?! Why can't you just make a special-oriented one?! What is wrong with you?!--that somehow only got Phantom Force and Shadow Sneak as its non-Tera Blast physical Ghost STABs...even though Shadow Claw still exists and would hardly be a flavor stretch when it's literally made of flexible brambles. So Shadow Claw is basically a must if I'm bothering to touch this mon at all. Still, it needs more than that since I imagine it's basically only even UU due to the upper tiers jealously hoarding any hazard remover that isn't complete garbage (and even some that are). Hence all the other moves it got are mostly focused on momentum even before giving it Sand Rush as another ability due to promising I would focus on Sand for this slate. Sand Rush is less redundant than Dry Skin would be anyway well as giving this another genuine niche of "Ground-resistant Sand (Rush) mon...that can also pivot now". Having Will-o-wisp now on top of already having Strength Sap also means that isn't just complete set-up bait or fodder for Kingambit's arguably broken self. (Ice Spinner is there mostly because it's a Ghost and because screw Terrain. If need be, however, Ice Spinner can go if too much with Swords Dance and/or Swords Dance can just be dropped or replaced with Hone Claws or Work Up.)

Justification: Unfortunately the much awaited Dunsparce evolution arguably ended up being the piece de resistance when it comes to uninspired visual designs among at least Gen 9 mons even if its viability is not as bad as some other Gen 9 newbies. It's just kinda...there though, at least in Singles where it can't make the most of Rattled, Boomburst, or Serene Grace...which is why it loses the last since I loathe paraflinch, and that's really the main thing Serene Grace is ever used for outside of fishing for Ancient Power boosts; Rattled can at least still be used on Special sets well even if it can't be hit by Ghost moves since it's not weak to Bug or Dark and since it can take advantage of all the Intimidate mons. It has more reliable ways to boost itself than Ancient Power and a pretty good movepool anyway, which is why I've only added special moves and hazard-related utility moves. At least a Calm Mind set should be viable as should a Coil set, and with Storm Drain it hilariously walls Rotom-Wash outside of Trick, especially if this either has Facade or is just special. (I originally had given it Poison Heal instead of Storm Drain given it's vaguely a snake, but even without already having Roost, which I want it to keep, Poison Heal with 125 HP would be obnoxious.)

Justification: This is another instance in which I already quite like another version submitted, in this case Xrn's Wugtrio, but figured I would still submit my own since it was different enough even before I added the other two Dugtrios as afterthoughts. I figured I might as well since gods do they all need a lot of help:

:wugtrio: Wug: If Dudunsparce is the piece de resistance in terms of Gen 9's wasted visual designs, then Wug(trio) is the piece de resistance in everything else save for most terrible new ability--poor Toedscruel. Its movepool is bad to the point it doesn't even get Stealth Rock despite living in a rock. Its abilities are bad, especially on something that basically falls apart if touched once. Its signature move is both mediocre at best and a touch inaccurate. About the only good thing it has going for it is its type, which is the most common type meaning even in National Dex there are (far) better pure Water mons alone. So Wug needs all the help it can get, to the point that I was genuinely considering Magic Guard for it, something I never do. Instead, I've decided to focus on priority for it (and for its brethren), with Technician giving it the strongest Accelerock in the game. It also has a strong Flip Turn and the only legal Flip Turn with Palafin(-Hero) and Iron Bundle stuck in Ubers where they belong, so those are already two decent niches even before its other boosts.

:dugtrio: Dug: This looks weird and probably is on top of somewhat screwing over Indeedee(-M), but, meh, Dug was here first, so that can get in line. This is basically my Dugtrio-Mega idea from Megas For All as a normal mon, with it hitting on the physical Psychic side where Indeedee can't and where almost no other Psychic mon does. Dug is still squishy as hell and would probably only be a suicide lead and/or Psychic Surge bot, even more so than Indeedee, but that's already more than Dug has had going for it for like the past five gens combined.

:dugtrio-alola: Bob: This looks even weirder, I'm sure, but I can explain. On top of both of its new abilities conveniently being from Alola, its Alola dex flavor weirdly had it being viewed as always female even though it can be male, which is basically the inverse of things like Mr. Mime, Slowbro, and Slowking, who all show there's precedent for names transcending seeming gender; besides, I don't care to argue with fictional Hawaiians or about gender politics. Galvanize is mostly there a) because Golem isn't here, b) because Golem-Alola rather sucked at using Galvanize anyway outside of maybe Explosion, and c) because it gives Bob two more niches of Electric-type Rapid Spin and of smacking Corviknight the best of the tripled trio aside from Wug in rain. (That Electric-type Rapid Spin may be worse than Normal-type Rapid Spin even with Gholdengo's stupid self around is, uh, inconsequential since unlike Dug it can still bluff all its abilities.)

Justification: Hey, a non-sand mon...if only because Ursaluna is already Normal/Ground and (too?) great. Anyway, it's almost impressive that Game Freak made three mediocre versions of the same Gen 1 mon that's been unfortunately outdated for literally over two decades. At least that means that none of the Tauros forms have bad movepools unlike so many other mons new to Gen 9 though, so that's the part that needs to be changed least. Similarly, Tauros-A is already a decent mon, if "only" by virtue of its typing and having priority, so it gets the least of any upgrades of any of these, though all Tauros getting Sap Sipper over the worthlessness of Cud Chew benefits it most. The others need more changes to be OU viable even if there's a possibility I may have gone overboard and that Horn Leech may need to go on all of them. Shrug:

:tauros: Tauros (Prime): Gets a new secondary typing to help try to keep it relevant, giving it STAB on its new Body Press acquisition that its Paldea forms all already have. Meanwhile Raging Bull defaulting to Normal ironically is best for it due to giving it a strong Normal STAB move with Return and Frustration still dead and gone. I originally had Defiant over Sheer Force, but people like Sheer Force, and it does go well with Life Orb, which I briefly forgot, so it got to stay; instead only Anger Point died due to still being bad and because another potential Spore absorber to scare Amoonguss seems good.

:tauros-paldea-blaze: Tauros-B: Mostly just got more in the way of defensive options since it's the only one "weak" to Stealth Rock in the sense that it takes neutral damage, while it also has more reason to use Raging Fury than Arcanine-Hisui ever does.

:tauros-paldea: Tauros-C: Needed the most buffs even though it's not an outright bad mon, just terribly outclassed in part by its other forms and in part just by the glut of Fighting types even in National Dex. So it takes over Pangoro's and Scrafty's currently vacant typing niche with Urshifu jailed in Ubers as well as gets guaranteed STAB Night Slashes--man that move's Japanese name is messed up--with Super Luck and Razor Claw or Scope Lens. Super Luck making it more likely to crit with Sucker Punches and its other moves in general in theory makes it the best revenge killer through defensive buffs of the four.

Justification: Triple Dive is easily the weakest signature added in Gen 9. Triple Kick has never seen much love. And Triple Axel technically exists in the game, it just can't be learned. Therefore, I've given them the base power and accuracy of Triple Axel, along with some good distribution. This also has the funny side effect of effectively doubling Hitmontop's damage output.

Before we get into the voting phase, we're gonna have a short Veto Phase, where we'll give people a chance to fix potentially broken submissions. Any sub that's vetoed and isn't appropriately nerfed/replaced will not be eligible for voting. New submissions cannot be made and no other submissions can be edited during the veto phase.

Illusion is a really strong tool balanced by being stuck on the Zoroarks, so letting any Pokemon abuse Illusion would be way too strong, and really unfun to play against as well. I don't think there's really a way to salvage the concept without it being broken in some way.

Adding a good Electric Surge mon is very dangerous when Iron Valiant (and to a lesser extent Iron Moth and Iron Leaves) exist, not to mention just how threatening this would be on its own with Rising Voltage and that Speed stat. I recommend either removing Electric Surge, or removing Rising Voltage and Volt Switch as well

Effect: At the end of each turn, raises the Pokémon's lowest stat one stage, including stat stage modifiers. (Quark Drive sets this precedent.)

Justification: This was proposed to be how Moody worked in original Jolte at one point, and personally I think it's cooler this way than being Speed Boost at home. Let Scovillain be good, cowards.
This is kinda just regular Moody with extra steps, being able to net a ton of stat boosts over time to sweep with like the Moody of old, promoting stuff like Protect + Substitute stalling to get boosts all over again. Would have to change the effect to prevent it from getting a bunch of different stat boosts overtime like that

Name: Training Weight
Effect: Suppresses the user's Ability. Boosts its Attack and Sp. Atk by 30%. If the user's Ability cannot be suppressed by Gastro Acid, has no effect.

Justification: Slaking meta. Recoil-free Life Orb for Pokémon that don't care about losing their Ability (hi, Enamorus!). That's it, that's the post.
The downside isn't harsh enough to warrant a Life Orb boost, not to mention how crazy Slaking can go with this. Change it to a 20% boost and it's fine.

Name: Iron Bundle

Justification: The other Uber guy getting nerfed, there's both give and take here. Iron Bundle loses its two defining moves in Freeze-Dry and Hydro Pump, both of which are huge hits, meaning it can't compress its attacks to two moves anymore and use the other two slots on utility or protective measures. In exchange, however, it picks up Technician and a couple of new moves. Electroweb helps compensate for the loss of Freeze-Dry, being nearly equivalent to Thunderbolt in power with Technician and carrying a useful Speed drop, but being weaker than STAB Freeze-Dry against opposing Waters and occupying a moveslot. Discharge is an alternate option which is weaker but more compatible with Quark Drive and has a paralysis chance. Technician sets can also run Water Pulse for Water STAB, but Surf is there for non-Technician users, because for some dumb reason it doesn't get that already. Lastly, Tidy Up is cute flavour, provides some utility, boosts its Speed, serves as a callback to Delibird's role as the world's worst Rapid Spinner... What's not to like?
Electric moves would break Bundle in a similar way that Freeze-Dry does, as letting it get past Water-types makes it nigh unwallable like it was before. Just remove Electroweb and Discharge and it's fine.

Justification: Here's our real Electric Surge user and its cool sibling. I'm not gonna pretend it's easy redeeming Electrode when it has the stats that it has, but it's actually very well suited to be a Terrain setter, and there's justifications for all the cool new toys in its kit. First, Electric / Normal is a super small change, but a good one because it lets it come in on Ghost moves - the Fighting weakness isn't super relevant when most Fighting moves would murder it anyways. To make up for its pathetic Sp. Atk, it has two super spammable STAB moves in Rising Voltage and Boomburst - and trust me, Boomburst is justified. Its Japanese name is Sound Wave Explosion, and it fits its gameplay identity of using really powerful explosive Normal moves. Tri Attack is so that Boomburst isn't its only Normal STAB, and Overheat is a tech option so it can snipe some Steels and Grasses. But really, Boomburst and Rising Voltage are the keys, giving Electrode an actual offensive presence.

Electrode-Hisui isn't quite as cool, but Electric / Grass is still a neat typing, and it's a Volt Switcher that Grounds really want nothing to do with, hitting them with its Grass STAB and weakening their Earthquakes. Apple Acid is an upgrade over the Energy Ball it would otherwise be using, while retaining Leaf Storm or Chloroblast as nukes. Earth Power gives it a bit of coverage, particularly for Iron Moth and Heatran, while Strength Sap is the biggest addition, letting it debuff and heal with its incredible Speed all at once. It has a surprising amount of longevity for something so frail.

Lastly, the shared moves are largely tech; Rapid Spin is a gimme when the hazard removal meta is so dire and they're literally spheres and Terrain Pulse feels obligatory for terrain setters.
Similar feelings on this as I had with the earlier Jolteon submission, high speed + Electric Surge + Rising Voltage + pivoting make regular Electrode really scary, being both a huge offensive threat and easily enabling some of the biggest offensive threats in the metagame. Like with the Jolteon submission, I recommend either removing Electric Surge or removing Rising Voltage and Volt Switch.

Chien-Pao is fine, but just in case your nerf to the Ruin abilities doesn't win and this does, after talking it over with council, we decided that Chi-Yu should also lose Fire Blast just to be safe, as it's still ridiculously powerful. If your nerf does win, council may give it Fire Blast back since it obviously wouldn't be broken with it anymore.

Name: Miracle Lens
Effect: Negates the opponent's type immunities granted by their typing.

Fling Power & Effect: 30BP
Justification: Gravity is niche, and Foresight/Odor Sleuth/Miracle Eye/Trick+Ring Target are not good. This way, Earthquake can go brr.
This would be broken on a lot of Ground and Electric-types, being already great types that get to ignore their biggest weakness that keeps them in check. This is especially true with Regieleki being unbanned in the absence of Terastalization.

Justification: Well, Sheer Cold is banned anyway due to being an OHKO move, so might as well try and do something else. It makes great suicide leads sets, but I don't think it would be too broken on any abuser?
This is too strong of a tool for the already good Hyper Offense, being Explosion + Reflect + Light Screen all in one, giving them too easy of a time the get going. I recommend requiring Snow to set Veil.

Name: Disguise
Effect: When the Disguise is active, the first hit this Pokemon takes is blocked, taking 10% of its health as damage instead. When this Pokemon restores HP from a move (Drain Punch, Wish, Leech Seed, etc) the disguise is restored.

Potential Pokémon With This Ability: :Mimikyu:
Justification: A small buff to Mimikyu. Just something I have thought of in the past, namely that Mimikyu should be able to repair its disguise if it gets healed. Also it takes slightly less damage when the disguise breaks. The "from a move" is to make sure that it couldn't be healed by a held item (Leftovers, Shell Bell) but can still be healed by a passive healing move (e.g. Leech Seed). Also, this would mean that ensure that a Mimikyu brought back to life via a Revival Blessing would start with its disguise active.
Being able to easily regenerate Mimikyu's Disguise would make it really hard to kill, especially since Drain Punch recovery + Leftovers can easily offset the damage from the Disguise breaking over and over. Dropping that effect completely is probably the best course of action but you could try finding another, much harder way to regenerate the Disguise

Justification: A well-deserved buff to the Fire Fox. Magician was already a bad ability, so replacing with a solid ability in Magic Guard is nice for it. Fairy instead of Psychic also makes sense as a magic-user, and gives it a unique typing. Finally, a bit of coverage that a spellcaster would want to have.
Edited to replace Recover with Giga Drain, which still gives it a bit of recovery but should be a bit more balanced.
We did end up decided that the combination of Delphox's stats + Fire/Fairy + Magic Guard would be too much (not to mention giving it Giga Drain over Recover was probably a buff overall, Grass coverage is great), so I recommend swapping Magic Guard for Magician (or another ability that'd be balanced). Making it Fire/Psychic would probably be fine too, but with there being another Fire/Psychic Magic Guard Delphox sub I'd prefer the first option to differentiate it

Justification: iron thorns is quite lacking, so this sub aims to give it a decent power up with electric surge, wich while makes it give up quark drive, makes for interesting support sets.
This is really borderline just because of how bad of a mon Iron Thorns is, but after talking with council, we felt like we'd be a lot more comfortable with this if it lost Volt Switch, since it wouldn't be able to bring in the frail Quark Drive abusers so easily

Even we keep it away from the stronger genderless mons, letting any genderless mon abuse how pretty uncompetitive of a mechanic Attract is just adds an unhealthy amount of cheese potential to the game, which is really unfun.

Name: Pollinator
Pollen: Weather. For five turns, all non bug type Pokémon (and Pokémon without this ability) have their speed reduced by 50%. Boosts the power of bug type moves.

Justification: Bug type buff + funny new weather.
We ended up deciding that adding a whole new weather goes over the line of what we should be allowed to add here, so this gets vetoed for that. I recommend turning this into a Bug-type clone of Dark Aura. Adding the speed drop to that would get that vetoed (since a free 50% Speed boost is really strong on even bad Pokemon), so I'd make it just a Bug Dark Aura

In a game where finding and hiding information is so important, being able to get this much information that easily would be a bit too strong, like you're playing Open Team Sheet but your opponent doesn't. I recommend reducing the number of things revealed through this (2 strongest moves + item at maximum)

This would require ridiculously limited distribution due to the very high number of moves that could become uncompetitive with the ability to pivot off of them (stuff like priority moves, recharge moves, Nuzzle/Poison Fang, strong attacking moves in general), making it really hard to give this ability to really anything
