If someone other than Arceus Uses Judgement, however, (say, Chatot with Mimic), then yes, it's type is based on the plate that the Chatot is holding.

The type is always based on the plate. So if you for some reason hacked an Arceus that didn't have Multi Type and it used Judgment, then the type would be whatever plate Arceus was holding.
