I feel like people are not discussing these moves in the same context. Some arguments seem to be based on "Do I personally think this move is very good?" or "Do enough Pokemon make competitive use of this move?" or "Is this move situationally good?". In this case the "Very Good Move" acronym is not doing us any favours - just forget that's what it means.

The whole point is to make a list of moves that are restricted. If we have a very powerful Pokemon stat-wise, its list of useful moves is smaller. As such I feel like the risk is much higher in taking a borderline move and moving it off the VGM list. Did we not only just have a CAP where Brick Break was debated to be allowed/disallowed? In that case it should absolutely be a VGM. A VGM is something that cannot be added to a Pokemon's movepool without affecting that Pokemon's potential move sets OR without making its learn set unrealistically biased towards powerful moves. (And if that's not the case, maybe a clarification is in order. This is my interpretation of "distinct individual competitive advantage in a given movepool". I suppose "competitive advantage" is the contentious point.)

The downsides of putting a borderline move on the VGM list are basically none. I can only think of over-restricting movepool creators, but I don't think that's a realistic worry, there are so many other moves available.

Please don't let your personal agenda of proclaiming that 95% of Pokemon sucks affect this discussion.

Okay so I've been looking at the lists BMB provided initially and I cant say I think there is much wrong with them past a few moves.

This is basically nyttyn's list minus the rescinded proposals, plus DHR's proposals with a few, um, things to take note of. Firstly, thank you for being mature, nyttyn, and I apologise if I may have spoken too harshly, either here or on IRC. Although you rescinded your nomination for Dragon Rush's removal, you were not the only one to back the proposal so that has been included as well. DHR's proposals of Heavy Slam and Haze have also been recorded.

@DHR - you also made a number of other proposals, and I was curious whether you actually meant them or had made a mistake. For example, you put Lovely Kiss for removal from VGM, despite the fact that it 100% outclasses Sleep Powder - possibly you confused it with Sweet Kiss. You also put Fiery Dance as a legendary exclusive, despite the fact that it is only learned by Volcarona, who isn't actually a legendary Pokemon.

Actually, with that in mind:
  • Lovely Kiss > Sleep Powder added to outclassing moves
RE: psg: yes, that's a pretty fair definition of a VGM. I'm starting to wonder whether we ought vote to change the "VGM" name to something else to avoid confusion. Perhaps that can be decided after the formulation of the lists.

RE: Weight-based moves, the thinking when they were added was that VGMs tend to be viewed as being competitive where the optimum is the case - Shadow Ball is notable competitively for its use by Gengar, not by Zangoose, et cetera. Here, heavy Pokemon tend to be the ones to get Heavy Slam or Heat Crash, and the average Base Power tends to be fairly high when talking about OU, in much the same way as Gyro Ball or Grass Knot is. I'm not saying that they are VGMs - I'm not fully convinced either way - but most fairies or bugs or grass types tend to be on the lighter side, and they're what you'd be using the move for in "a given movepool".

They're basically on the same level of Legendary Signature insofar as "not going to happen" and PR go.

No real point, really. This would be making a whole new rule for just two moves which would never be put on a movepool anyway and which would have no competitive implications if put on a movepool either. We can bring it up for discussion if you want vis-a-vis the non-legendary signature ban proposal but making up a new proposal for two moves isn't really worth it.

With the addition of far more proposed changes than I had anticipated, it's worth our doing this in three lots, rather than all at once. So, we'll have three 24-hour votes - first, we'll be doing removals from the current VGM list, then additions to the resultant VGM list, and finally the various changes to the flavour exemption sections. Also, the poll for altering or adding rules will run concurrently, due to the possibility of there needing to be more than one poll (there are three possible outcomes to that vote).

A simple majority will be sufficient to place a move within a particular category. In the event of a tie, the default category will be retained (so if Aerial Ace were to get 4 REMOVE and 4 DO NOT REMOVE it would remain a VGM).

Also, to reiterate: the first exemption for scrutiny refers to the ability to declare a VGM to not be a VGM for the purposes of a CAP strictly for flavour reasons, and the second refers to the desire to outlaw starter-exclusive moves and probably any other demonstrably exclusive moves like Lovely Kiss or Kinesis - the list will be drawn up and the specifics debated when or if the ruling is approved, and depending on the final wording associated with it.

Please note that it may take me a while to tally votes, so the next stage of voting may well be opened before the results of the last one have been given. This will not apply, of course, to the specific exemptions vote, where I will have to complete the tallying before the vote can begin. Once all three votes are completed, I will construct a new table of VGMs and a new re-write of the competitive moves list, which will be posted here. We will then move on to discussing the philosophy behind move-move and type-move requirements as well as BSR-movepool limits, and hopefully those on PS! with the ability to help with these endeavours will weigh in with what is and isn't possible. I believe DarkSlay also wanted to talk about the philosophy behind Movepool Leaders being able to set specific moves as being VGMs for a particular CAP, but I'll let him explain it himself when he is ready.

Here are the results. We had 12 voters in total.

"If a VGM is of absolutely no competitive use to a specific CAP, then the Movepool Leader has the ability to make it not count as a VGM for that CAP" - no option received a simple majority, so we will re-run the vote with the top two options "retain but alter" and "remove in entirety"

EDIT: With Korski's vote the "remove in entirety" option received a simple majority.

"Moves that are demonstrably exclusive to a certain individual or group of non-legendary Pokemon are automatically disallowed for all CAPs" - "do not add" received a simple majority, and as a consequence no moves besides legendary signature moves will be wholly banned, and the Pledges and starter exclusive moves will be voted on for adding as planned.

On another note, I had no idea Hold Back even existed. I guess this counts as a legendary exclusive? I'll add it in; if anybody objects then we can hold a vote on it in parallel with the third vote.

The following moves are removed from VGM status by simple majority:

Aerial Ace, Gravity, Howl, Sharpen, Meditate, Block, Spider Web, Mean Look, Thrash, Mega Kick, Shadow Punch, Quick Attack, Confuse Ray, Teeter Dance, Stockpile, Dragon Rush, Electro Ball, Endeavour, Heat Crash, Magnet Rise, Work Up, Tail Slap, Heavy Slam, Bone Rush, Haze

And one last thing. I have no idea why people were putting Thunder Fang for VGM while putting Spark for non-VGM. I have no idea why people were putting Iron Defence, Barrier, and Acid Armour in different categories. I have no idea why one voter put Cotton Guard for non-VGM but Iron Defence for VGM. And I'm not going to rant about this - I have done enough of that already on IRC - but for the love of jove, will you PLEASE at least look up the moves you're supposed to be judging before putting them into categories? I suspect that most of these were just innocent mistakes based on assumed knowledge, but since this vote relies on the PRC being more able to make a decision than simple public vote, it helps if you take the time to clarify anything you are unsure of. Perhaps I am partially at fault here for putting basically identical moves as different votes, so this time the identical moves will be a single voting topic. So hopefully this won't happen again.

We'll also be discussing changing the name "VGM" after the vote concludes since apparently the name confused some people.

A simple majority will be sufficient to place a move within a particular category. In the event of a tie, the default category will be retained (so if Fire Pledge were to get 4 ADD and 4 DO NOT ADD it would remain a non-VGM).
