I assume you are banning the ability and not the mon?
I don't think that helps? In-game, you can create an Aura Break Zygarde that knows Thousand Arrows, Dragon Dance, and Extreme Speed.

Also, Zygarde got both Extreme Speed and Dragon Dance even before Sun & Moon, so DDance/Coil PixiSpeed Zygarde already existed. The only new things it gets are Thousand Arrows, Thousand Waves, and Core Enforcer.

It's probably simpler and easier to simply ban the move Thousand Arrows. Though I guess that could cause an issue if for some reason someone wanted to make an Assist team around a TArrows Smeargle.

Whats wrong with regular Zygarde? It's the Zygarde-complete form that has the insane bulk making it broken. You can't get Zygarde-Complete without Power construct on either Zygarde-10% or regular Zygarde in any other meta except Balanced Hackmons.

Oh, is that the complaint we're making? I kinda assumed that we were complaining about the combination of Thousand Arrows and PixiSpeed rather than Zygarde-Complete. The only way to activate Zygarde-Complete is to end up at less than 50% HP and then Mega Evolve, and so you can't take full advantage of the bulk since you're not operating at full strength until you end up below 50% HP. Unless you have a Wish-Passer, of course.

If the worry is about Zygarde-Complete rather than Thousand Arrows, then feel free to disregard my above post.
 
I'd keep an eye on Zygarde as a whole. Complete Form aside, Thousand Arrows allows it to take on common checks like Skarmory and Levitran much easier. Don't know a lot about the meta but I know Zygarde is already good and TA makes it better. Just something to look at for the future.
