My idea for the next slate is Electabuzz, Magmar, and Tangela (three Gen I Pokemon that gain an evolution in Gen IV)
I vote for Squakerz to get this tiebreaker over with.

tiebreaker closed, the winner is:

Name of the Eternal Pokémon: Wimpod - Eternal
New Type: Bug/Water
New Stat distribution: 125 (+100)/100 (+65)/74 (+34)/36 (+16)/80 (+50)/115 (+30)
Signature Move: Hit and Run- Bug, Physical, 100 BP, 20 PP (32 Max), 100% Acc, Switches user out after attacking
Design/Flavor:
Competitive Analysis:
Uses Hit and Run with it's high speed stat to be a great pivot
Now moving on to the next slate:
Current Slate

Alolan Starters
Dartrix - Torracat - Brionne

All three will have a BST of 529. Have Fun guys :]

Name of the Eternal Pokémon: Dartrix-Eternal
New Type: Grass / Dark
New Stat distribution:
88 (+10) / 115 (+40) / 104 (+29) / 70 / 100 (+30) / 52
Signature Move: Flattering Attack (Dark, Physical, 90 BP, 90% accuracy, 15 PP, 15% chance to confuse the target)
Design/Flavor: In old times, this Pokémon was seen as a gentleman, but under it was a dark side. Thanks to it's handsome look, it could flatter other Pokémon and was also able to do it by attacking. The head looks mostly the same, but the body area looks like a black suit with a red tie.
Competitive Analysis:

Name of the Eternal Pokémon: Torracat-Eternal
New Type: Fire / Fighting
New Stat distribution:
65 / 125 (+40) / 70 (+20) / 80 / 69 (+19) / 120 (+30)
Signature Move: Combat Strike (Fighting, Physical, 90 BP, 90% accuracy, 15 PP, 15% chance to raise the user's Attack stat)
Design/Flavor: Also in old times, this Pokémon was a excel in combat, to the point where Pokémon relied on it to protect them from any danger. It would never give up and it never feared anything. Most of it's body looks greyer, and wounds cover it's body, each one able to generate fire.
Competitive Analysis:

Name of the Eternal Pokémon:
Brionne-Eternal
New Type: Water / Psychic
New Stat distribution:
60 / 69 / 108 (+39) / 131 (+40) / 111 (+30) / 50
Signature Move: Kinetic Blow (Psychic, Special, 90 BP, 90% accuracy, 15 PP, 15% chance to raise the user's Special Attack stat)
Design/Flavor: What would essentially be a princess of the sea, this Pokémon ruled the oceans. Despite that, it was kind and friendly to other Pokémon, and it was able to protect itself, thanks to it's Psychic powers. It looks mostly the same, but the skirt-esque thingy is multicolored, and the head is a darker color.

Name:
Dartrix-Eternal
New Type: Grass / Flying
New Stat distribution:
HP:
118 (+30)
Atk: 40 (-35)
Def: 88 (+13)
SpA: 65 (-5)
SpD: 100 (+30)
Spe: 118 (+65)
BST: 529 (+109)
Signature Move: Emotional Arrow | Special | Flying | 130 BP | 10 PP | Never Misses | Lower's the foe's Attack and Special Attack, then switches out | Z Move - 195 BP Supersonic Skystrike
Design/Flavor: Eternal Dartrix is a very rebel and emotional Pokémon, its leaves gain a browner coloring, and the brown on its body becomes much darker.
Competitive Analysis: Since its typing is crappy anyways, I decided to give it a really broken move to abuse, Emotional Arrow is essentially a damaging Parting Shot, and Dartrix-E's stats allow it to act as a bulky pivot with it. Its kind of similar to Torn-T but without Regen, with a worse typing, but with better bulk. Did I mention its typing sucks, btw?

Name:
Torracat-Eternal
New Type: Fire
New Stat distribution:
HP:
69 (+4)
Atk: 118 (+33)
Def: 53 (+3)
SpA: 113 (+33)
SpD: 53 (+3)
Spe: 123 (+33)
BST: 529 (+109)
Signature Move: Fire Bell Knell | Special | Fire | 140 BP | 10 PP | 100% Acc | Sound-based | Drastically lowers the users Special Attack stat (3 stages) | Z Move - 200 BP Inferno Overdrive
Design/Flavor: Eternal Torracat looks bigger and meaner, its fire bell becomes a lot bigger.
Competitive Analysis: Before you call that move broken, remember that it is pretty much a slightly buffed Overheat. With that out of the way, this Pokémon is a beastly mixed sweeper. 118 Atk / 113 SpA / 123 Spa are all way above average and allow it to revenge kill what it needs to. Access to U-turn also helps it, but keep in mind that its coverage is quite lacking, it can't address Fire-resists in any way except for chipping at them and then U-turning, but there are far better options out there. Also, its weak to Stealth Rock, which is quite a nerf if you ask me...

Name:
Brionne-Eternal
New Type: Water/Ice
New Stat distribution:
HP:
71 (+11)
Atk: 30 (-39)
Def: 69
SpA: 119 (+28)
SpD: 169 (+88)
Spe: 71 (+21)
BST: 529 (+109)
Signature Move: Magical Aurora | Special | Ice | 130 BP | 10 PP | 100% Acc | Super Effective on Water-types (like Freeze-Dry). Raises user's Speed by one stage. Cures foes from Freeze | Z Move - 195 BP Subzero Slammer
Design/Flavor: Eternal Brionne is cuter and more playful than its normal counterpart. Its skirt is now made of ice.
Competitive Analysis: Water/Ice may be a terrible defensive typing, but its unresisted offensively if the Ice-type move is Freeze Dry, well, Brionne-E gets a better version of that. Magical Aurora also increases its Speed making it even more spammable. However, Brionne does have weaknesses, despite its ridiculously high SpDef, its Physical Defense is quite disappointing, specially with the number of weaknesses Ice-type comes with, specially Stealth Rock. Also, Storm Drain and Water Absorb Pokémon are a full stop, Volcanion, Mantine, Gastrodon... Finally, it is still relatively slow after a boost, getting outsped by Ash-Greninja and anything faster even at +1.

Name of the Eternal Pokémon: Dartrix-Eternal
New Type (optional): Grass/Psychic
New Stat distribution: 78 / 116 (+41) / 70 (-5) / 70 / 75 (+5) / 120 (+68) = 529 BST
Signature Move: Trick Shot | Psychic | 85 BP | --% Acc | 10 PP | Physical | Non-Contact | Effect: This Pokemon shoots an arrow surrounded by Psychic energy that can never miss it's mark. This move also has a 20% chance to flinch. (Z-Effect: Shattered Psyche - BP 160)
Design/Flavor (optional): Once upon a time, there lived a dastardly thief. Or, he would be dastardly if you asked the king. Ask anybody else and they would say that he was the most noble and fair man to have ever lived. But why is that? Well, you see.... Okay, where I'm going with this is that a Pokemon version of Robin Hood's ace Pokemon was Dartrix-Eternal and after his death, this story and his Dartix lived on happily ever after.
Competitive Analysis (optional): 116 Attack, 120 Speed, a pretty good signature move, good Grass/Psychic/Flying (or Grass/Psychic/Ghost, which is weaker, but hits more) coverage and a good few interesting options like Roost, Defog, Haze, and Sucker Punch (RIP Baton Pass) makes Dartrix-Eternal a pretty cool setup sweeper or offensive powerhouse, depending on the route you want to take. In fact, Dartrix-Eternal is comparable to Weavile: fast, strong, typing is much better offensively than defensively, works with either a Swords Dance set or Banded, and walled by Magearna.

Name of the Eternal Pokémon: Torracat-Eternal
New Type (optional): Fire/Dark
New Stat distribution: 75 (+10) / 100 (+15) / 60 (+10) / 114 (+34) / 60 (+10) / 120 (+30) = 529 BST
Signature Move: Bad Luck Bell | Dark | 85 BP | 100% Acc | 10 PP | Special | Non-Contact | Sound Move | Effect: This Pokemon rings the bell on it's chin, sending out a terrible high pitched ring. The ringing brings bad luck to the opponent, causing them to never be able to get secondary effects from their moves. (Z-Effect: Black Hole Eclipse - BP 160)
Design/Flavor (optional): This Pokemon's backstory borrows heavily from the superstition of bad luck bringing black cats. Many in the Pokemon world would tell you that this Torracat and it's horrid bell that, when rung, can cause anything from a slight nuisance to a disaster, is the reason for the superstition's existence.
Competitive Analysis (optional): WIP

Name of the Eternal Pokémon: Brionne-Eternal
New Type (optional): Water/Normal
New Stat distribution: 91 (+31) / 69 / 80 (+11) / 128 (+37) / 91 (+10) / 70 (+20) = 529 BST
Signature Move: Ocean's Lament | Ghost | 85 BP | 100% Acc | 10 PP | Special | Non-Contact | Sound Move | Effect: This Pokemon expresses it's sadness in a heart-felt ballad. Despite taking damage, the opponent is touched by the song and causes their Special Attack to be lowered by 2 stages 30% of time. (Z-Effect: Never-Ending Nightmare)
Design/Flavor (optional): Brionne-Eternal's story is similar to the story of the Little Mermaid and that's really all I need to say to find the connection. Brionne-Eternal gains the Normal-typing as it wanted be a normal land-dwelling human Pokemon.
Competitive Analysis (optional): WIP

Name of the Eternal Pokémon: Dartrix-Eternal
New Type: Grass / Rock
New Stat distribution: 76 (-2) / 78 (+3) / 108 (+33) / 101 (+31) / 74 (+4) / 92 (+40) | 529 BST
Signature Move: Dart Tricks - Rock, Special, 30 BP, 10 PP, 90% Acc; hits 3 times, with each hit having its own accuracy check and a high critical hit ratio | Z-Move: 175 BP Continental Crush
Design/Flavor: Its hairdo and bow are intact, but the rest of its body is stony (white parts gray, talons darker gray, and brown parts black). However, in spite of being 90% petrified, Dartrix-Eternal has the aptitude to control its stony body to an astounding degree.
Competitive Analysis: Physically defensive special attacker with decent offensive coverage and a Substitute-breaking move.

Name of the Eternal Pokémon: Torracat-Eternal
New Type: Fire / Dragon
New Stat distribution: 77 (+12) / 96 (+11) / 66 (+16) / 104 (+24) / 67 (+17) / 119 (+29) | 529 BST
Signature Move: High Noon Claw - Dragon, Special, 95 BP, 15 PP, 100% Acc; deals 1.5* damage if the weather is sunny | Z-Move: 175 BP Devastating Drake
Design/Flavor: Black fur is red-colored, and its bell glows brighter. With a touch of its bell, it calls upon the power of the sun, which it then harnesses with its claws. Legend has it that the bell of Torracat-Eternal is imbued with power from Zhulong itself.
Competitive Analysis: Strong sun abuser on the special side, with decent physical prowess for less predictability.

Name of the Eternal Pokémon: Brionne-Eternal
New Stat distribution: 78 (+18) / 119 (+50) / 74 (+5) / 87 (-4) / 95 (+14) / 76 (+26) | 529 BST
Signature Move: Lucid Dream - Water, Physical, 85 BP, 20 PP, 100% Acc; can only be used while the user is asleep; user recovers HP equal to 1/2 damage dealt | Z-Move: 160 BP Hydro Vortex
Design/Flavor: The blue and pink on its body are reversed. It usually prefers to take naps, but it occasionally moves around while it's asleep, even to the point where it can put up a fight as such.
Competitive Analysis: An odd variety of attacker that can serve as a sleep absorber and/or use Rest to its own advantage (instead of having some other form of recovery).

Magmar, Electabuzz and Scyther?
I wanted to put Jynx but for whatever reason they didn't gve her an evo in Gen 4 along with the other two.
Eternal-Scyther would technically have a lower BST than its regular form thanks to its rules.
Interesting tho.

Two slates: Chansey, Gabite/Cranidos, /Onix/Lairon (Highest HP/Atk/Def has an evo poke or pre evo of the highest stat poke)
next: Kadabra/ Duosion, Nosepass/Mantyke, Nincada/Sneasel

Kadabra and Nosepass were already done:

Name of the Eternal Pokémon: Kadabra-Eternal
New Type: Psychic/Ice
New Stat distribution: 60 (+20) / 35 / 65 (+35) / 144 (+24) / 80 (+10) / 115 (+10) | 499 BST
Signature Move: Brain Freeze - Ice, Special, 70 BP, 20 PP, 100 Acc, User switches out after attacking
Design/Flavor: Around when the Kalos war begun, a lone Kadabra was preserved through cryogenics and brought back after the war. Traces of the cryogenics still remain in the form of a skin color change to light blue and that its facial hair-like features remain frozen.
Competitive Analysis: Boasts three main perks over Alakazam: higher Special Attack, secondary STAB, and a pivot move. The Speed tier is slightly lower, but that's what Choice Scarf is for. Lack of Focus Blast is kind of a bummer, but its overall coverage is adequate for what it's worth.

Name of the Eternal Pokémon: Nosepass-Eternal
New Type (optional): Rock/Psychic
New Stat distribution: 70 (+40) / 65 (+20) / 154 (+19) / 95 (+50) / 120 (+30) / 30 = 524 BST
Signature Move: Relic Rejuvenation | Psychic | 75 BP | 100% Acc | 10 PP | Special | Non-Contact | Effect: This Pokemon releases an ancient energy, draining the power of any life form younger, healing the user in the process by 50% of the damage dealt. This move cannot be used if the user is under the effect of Heal Block. (Z-Effect: Shattered Psyche - 150 BP(?))
(Have stood for hundreds of years)+
=

Competitive Analysis (optional): Nosepass-Eternal is an amazing wall with great 70/154/120 bulk, and good utility in Stealth Rock, Taunt, Magic Coat, and Volt Switch. With these Nosepass-Eternal can utilize good defensive hazard setting, lead, or bulky pivot sets, helped further by gaining semi-reliable recovery in Relic Rejuvenation. Also, Nosepass-Eternal does have some notable resistances, such as Normal and Poison, that let it pair with Pokemon like Tapu Fini or Clefable, who would appreciate something to take an Acid Downpour. Just be sure to watch out for those 7 weaknesses.

as suggested by HDF0:
Current Slate

Highest non fully evolved HP, Attack and Defense
Onix - Cranidos - Chansey

Onix will have a BST of 509, Chansey will have a BST of 539 and Cranidos a BST of 494. Have fun :]

Name:
Onix-Eternal
New Type: Rock / Ground
New Stat distribution:
HP:
57 (+22)
Atk: 144 (+99)
Def: 170 (+10)
SpA: 24 (-6)
SpD: 57 (+12)
Spe: 57 (-13)
BST: 509 (+124)
Signature Move: Boulder Tail | Physical | Rock | 20 BP | 10 PP | 100% Acc | Hits 2-5 times, each successful hit raises the user's Speed by one stage | Z Move - 120 BP Continental Crush
Design/Flavor: Onix is longer and has precious ores along the rocks that form its body.
Competitive Analysis: Thank to its great Attack stat and reliable Speed boosting option, Onix Eternal becomes quite a threat, yeah, its typing suck defensively, but it has amazing coverage offensively with its STABs alone.

Name:
Chansey-Eternal
New Type: Normal
New Stat distribution:
HP:
252 (+2)
Atk: 77 (+72)
Def: 135 (+130)
SpA: 10 (-25)
SpD: 10 (-95)
Spe: 55 (+5)
BST: 539 (+89)
Signature Move: Healing Bliss | Status | Normal | 10 PP | Heals all of Chansey's not fainted teammates by 10% of its total HP | Z Move - +1 Defense
Design/Flavor: Chansey's egg is now three times as big, the egg gains a pink glow around it and Chansey Eternal is always hugging it
Competitive Analysis: Pretty much a physical Blissey, with a cool signature move.

Name:
Cranidos-Eternal
New Type: Rock
New Stat distribution:
HP:
87 (+20)
Atk: 164 (+39)
Def: 74 (+34)
SpA: 17 (-13)
SpD: 54 (+24)
Spe: 98 (+40)
BST: 494 (+144)
Signature Move: Head Slam | Physical | Rock | 160 BP | 5 PP | 90% Acc | User takes 1/2 of the recoil damage. 30% chance to flinch | Z Move - 220 BP Continental Crush
Design/Flavor: Cranidos has more spikes around its head and even smaller arms
Competitive Analysis: A huuuge threat to Sticky Web teams, but requires tons of support to properly be effective because of its mediocre Speed, terrible defensive typing, and below average bulk. However, if hit something with it, somthing drops...

Name of the Eternal Pokémon:
Onix-Eternal
New Type: Steel / Ground
New Stat distribution:
85 (+50) / 95 (+50) / 180 (+20) / 30 / 79 (+44) / 30 (-40)
Signature Move: Iron Gather (Status | Steel | 10 PP | Heals the user's HP by 50% | Z effect: raises the user's defense by one stage)
Design/Flavor: In old days, people cherished the Eternal Onix due to it's very strong digging capabilities that it can even break through diamond with ease. This is how people mined then. When people got access to better digging tools though, the Eternal Onix felt betrayed and left them forever. Some say it's still alive, living very near the core, waiting for someone else to accept it. The entire body has turned into a brown metal, and ores of various kinds exist on it's body.
Competitive Analysis: A physical wall. Has somewhat of a good defensive typing, and electric immunity is nice, letting it check BoltBeam. Though it has an exploitable low special defense, letting hard hitting special attackers check it. It can function as a wall core with Eternal Chansey.
Onix @ Leftovers
Ability: Sturdy
EVs: 252 HP / 4 Atk / 252 SpD
Careful Nature
IVs: 0 Spe
- Iron Gather
- Stealth Rock
- Taunt / Roar
- Gyro Ball
Iron Gather is the mandatory recovery move which allows Eternal Onix to recover it's HP. Stealth Rock, as always, is a great utility move. Taunt allows Onix to stop set-up sweepers, though if this is not needed, Roar can be used to shuffle the opponent, and it works great with Stealth Rock. Gyro Ball prevents Onix from becoming Taunt bait, and it does decent damage due to a low 30 base speed.

Name of the Eternal Pokémon: Chansey-Eternal
New Type: Normal / Fairy
New Stat distribution:
250 / 5 / 64 (+59) / 35 / 135 (+30) / 50
Signature Move: Magical Egg (Special | Fairy | 10 PP | 100% Accuracy | (Metal Burst effect) | Z effect: 100 BP Twinkle Tackle)
Design/Flavor: Also in old times, people loved this mon due to its ability to heal anything and it's sheer kindness. Eternal Chansey never minded, as it loved healing people and Pokémon anyway. It also was not able to solely heal, as it could make a special kind of egg which was enough to threaten any Pokémon daring enough to face it. Nobody knows what happened to it today, though rumors say it still exists. Its color scheme is noticeably lighter and brighter, and the egg it caries is larger.
Competitive Analysis: A special wall. The Eternal Chansey misses using Evolite, but at the same time, something is different. For one, it has higher defense meaning it's not as weak to physical attackers (still pretty weak though), it actually has a set of resistances thanks to the Fairy typing, and it has a better way to not be Taunt bait thanks to Magical Egg. It forms a good wall core with Eternal Onix.
Chansey @ Leftovers
Ability: Natural Cure
EVs: 252 HP / 252 Def / 4 SpD
Bold Nature
IVs: 0 Atk
- Soft-Boiled
- Stealth Rock / Heal Bell
- Toxic
- Magical Egg
Soft-Boiled is the mandatory recovery move. Stealth Rock is always usefull, though if Eternal Chansey is being run with another Stealth Rock user, it can run Heal Bell instead. Toxic find its use mostly on stall teams. For more offensive teams Thunder Wave can be run instead. Magical Egg prevents Taunt bait, and can do a large chunk to an opponent. In place of one of the utility moves Whish can be run.

Name of the Eternal Pokémon:
Cranidos-Eternal
New Type: Rock / Fighting
New Stat distribution:
67 / 159 (+34) / 60 (+20) / 30 / 60 (+30) / 118 (+60)
Signature Move: Head Strike (Physical | Fighting | 80 BP | 10 PP | 100% Accuracy | 10% chance to lower the opponent's Defense | Z effect: 160 BP All-Out Pummeling)
Design/Flavor: A Pokémon from old that was a dangerous threat to any who dared to attack it. It has MASSIVE strength and if something gets hit from one of its headbutts, they die. Headbutting hurts it though, even if it hits. If a mon does not bother it, then this won't bother it either. Point said. Its blue sections have become red, and the spikes on the back of its head are bigger.
Competitive Analysis: This thing has a massive attack and somewhat of a speed, allowing it to wallbreak. Sheer Force sets are ran well, given it has two STAB Sheer Force boosted moves in Rock Slide and Head Strike. The mon has good coverage from its STABs alone, and also gets a big movepool, containing Fire and Thunder Punch, Zen Headbutt, Crunch, Iron Head, and Earthquake. Though the mon is very frail, fails to outspeed some mandatory threats, and has no priority to back it up.
Cranidos @ Life Orb
Ability: Sheer Force
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Rock Slide
- Head Strike
- Fire Punch / Thunder Punch / Zen Headbutt / Iron Head / Crunch
- Fire Punch / Thunder Punch / Zen Headbutt / Iron Head / Crunch
Rock Slide and Head Strike are the obvious STABS which get Sheer Force boosted, and for coverage, pick your poison. Fire Punch can break Skarm and Ferro. Thunder Punch can break Tox and Fini. Zen Headbutt also breaks Tox but instead of Fini, it gets Venu. Iron Head breaks Clef. Crunch breaks Mew.
