Electra Ball: The Reverse Gyro Ball

Problem is, like Gyro Ball, the move's power will probably be based on what multiple of the opponent's speed yours is. However, everyone runs a 31 Spe IV (unless using TR/Gyro Ball/some speed-lowering Hidden Power) and generally tries to be fast, often as fast as possible, running 252 Spe EV and a boosting or at least not hindering nature, too.

So it's very difficult to be even twice as fast, let alone three or four times as fast, as something else--while it is reasonably possible to be half or a third or a quarter of something else's speed with effort (hindering nature, 0 Spe IV, etc.). I think Electra Ball will end up being useless.
Thats what T-Wave is for, assuming hat you and your opponent have the same speeds, after a t-wave, you ARE 4x faster than them.
 
If any pokemon could use this move effectively, it would be Jolteon. 130 base speed and 110 special attack would make this move very powerful. (Too bad Jolteon doesn't get it)
 
ive got a couple of Denchuras ive tried this move on and

Compoundeyes Denchura w/Zap Plate/Life Orb
w/ Thunderwave/Agility
Suckerpunch/Bug Buzz/HP
Electroball
thunder
is pretty nasty

its more about being fun to play with that being uberpowerful in competition c.eyes plus thunder is there to bail you out if you cant set up electra ball and suckerpunch/bug buzz comes in handy for some coverage

but if you can get an agility or 2 off you'll def be messin cats up until ya know ya hit Blissey or ground types or some bs like that
 
possibly you could use a multiscale DKnight with dragon tail and thunder wave with an emolga with motor drive and encore an eletric move and agility and then either baton pass with him or elctroball for mass damage with something like a starmie to trap those pesky grounds ill update this 2moz
