If you're Tormented, you use Struggle, not Recover. No matter what, I'd only use Torment once. With your current orders, the round would go:

I'm confused. You might be thinking of Taunt. If you taunt me, you're correct. However, Torment has no effect on the current round; it only effects the next round. My thought process was:

A1:
You use Bulldoze
I use Recover

A2:
You use Torment
I use Recover

A3:
You use Torment, but it fails
I use Recover
 
Torment affects both the current round and the next round. Take a look at its ASB description.

you also might want to point out only orders which are made illegal on the current action fail, orders that are illegal because of a previous action result in Struggle
and that it doesn't matter if one was Tormented when the move was initially used, it still prevents use of those moves
also, tell her that subs with a move clause as a trigger act on the action the move is used unless otherwise specified


I can break down the reason why each of those things happens for you.
Action One
Pancham uses Torment.
Because Frillish is to use Recover in the same action, Pancham's substitution is triggered, causing it to use Torment in place of its normal action.

Frillish uses Recover, but it failed.
Because Frillish used Recover in the previous round, Frillish cannot use Recover. However, since the move was only made illegal this action, Recover fails, rather than calling for Struggle.

Action Two
Pancham uses Bulldoze.
Frillish cannot use Recover like it was ordered to because of Torment, as Recover was used during the previous round. Since Recover was not made illegal this action, Frillish uses Struggle instead of Recover, so Pancham's substitution is not triggered.
