Ability Balance 2.0 [Slate 1 Voting - Item-related abilities]

Approved by Ransei and G-Luke

Some abilities are innately better than others. Nobody would use Immunity on a Pokemon that had Natural Cure.
The aim of this pet mod is to give (almost) all abilities a distinct and viable niche while also keeping them balanced. Specifically, roughly as good as Volt Absorb and Water Absorb. Additionally, all Pokemon will be able to use all (unbanned) abilities, similarly to AAA.

Submission template:
Ability(buff/nerf):
Original Effect:
New Effect:
Why this is balanced:

Additionally, certain abilities will have their submissions done in pairs. These will either be abilities that are outclassed by one another (Think Toxic Boost / Guts) or abilities that serve as counterparts to each other (Defiant / Competitive). For paired abilities, if you submit an idea for one, you must submit an idea for the other to go along with it.

As opposed to buffing outclassed abilities, this pet mod's philosophy is to nerf the abilities that outclass them, thus preventing power creep. Additionally, creative ways to balance abilities are encouraged. Sure, nerfing Regenerator's recovery amount to 25% works and is simple enough, but you could also make it recover 33% of the user's current HP instead, which is even more powerful of a downgrade. This pet mod will also try to keep as much of the feel of the original ability while still keeping it balanced. While Teravolt causing Electric moves to hit Ground types may seem cool, it will not be permitted in this pet mod.

Banned Pokemon:
AAA banlist (Shedinja, Smeargle, Slaking, Regigigas)
Ability Clause: Only two of each Ability can be used on a team (Clones do NOT bypass this, for example Vital Spirit counts as Insomnia for the purpose of this clause)
OU clauses are in use EXCEPT Moody Clause. (Moody will be nerfed)

Some abilities will not be balanced at all. These fall into 4 categories: Abilities that are too powerful to be nerfed while retaining the ability's general effect, Abilities that were designed to be bad in battle and thus buffing them makes no sense, form-changing abilities, and abilities that are already well-balanced(this category is extremely subjective).
Abilities that will not be balanced are:
"Unnerfable" abilities:
Shadow Tag
Wonder Guard
Arena Trap
Pure Power
Huge Power
Imposter
Fur Coat
(These abilities are restricted to their original users)

"Unbuffable" abilities:
Truant
Defeatist
Slow Start (this may be buffable in the future)
Illuminate
Run Away (this may be buffable in the future)

Form-changing abilities:
Forecast
Flower Gift
Multitype
Zen Mode
Battle Bond
Schooling
Power Construct
RKS System
Disguise
(Shields down is not in this, since it has an additional effect.)

"Already balanced" abilities(This list is subject to change at any point in time):
Water Absorb/Storm Drain
Volt Absorb/Motor Drive/Lightningrod
Flash Fire
Sap Sipper
Levitate
Hustle
Delta Stream
Mold Breaker and its clones
Quick Feet

Slate 1:
Item-related abilities
For our first slate we have abilities that interact with items(but not berries) in several different ways.

Ability: Klutz(buff)
Original effect: Items currently held by this Pokemon have no effect, except for Z-Crystals and Mega Stones.
New effect: ???

Ability: Unburden(buff/nerf)
Original effect: If this Pokemon entered the battle with an item and currently has no item, its speed is doubled.
New effect: ???

Ability: Sticky Hold(buff)
Original effect: This Pokemon may not have its held item removed through the effects of Knock Off, Thief, Covet, Incinerate, Bug Bite, Pluck, Magician, or Pickpocket. This Pokemon is immune to Trick and Switcheroo. This Pokemon takes boosted damage from Knock Off if it currently holds an item. Thief and Covet deal damage to this Pokemon but do not steal its item. Attempting to remove this item announces the ability. Neutralized by Mold Breaker.
New effect: ???

Ability: Magician(buff)
Original effect: If this Pokemon does not currently hold an item, then after dealing damage to a foe, it will steal the foe's item.
New effect: ???

Ability: Pickpocket(buff)
Original effect: If this Pokemon does not currently hold an item, then after taking damage from a contact move, it will steal the attacker's item.
New effect: ???

Ability: Pickup(buff)
Original effect: If this Pokemon does not currently hold an item, then if a different Pokemon consumes or flings its item, this Pokemon will recover the item at the end of the turn, and the other Pokemon can no longer recover it with Recycle or Harvest.

Ability: Frisk(buff)
Original effect: Whenever this Pokemon enters the battle or has its ability changed to Frisk, this Pokemon will reveal the items of all foes that are currently on the field.
New effect: ???

There are no paired abilities this slate. The submission slate ends on May 11, at 5 PM PST. You may now post.

Ability: Klutz(buff)
Original effect: Items currently held by this Pokemon have no effect, except for Z-Crystals and Mega Stones.
New effect: Nullifies the foes item.
Competitive Value: Allows it to shut down certain pokemon that rely on items.

New effect: This pokemon cannot have it's item removed through the effects of the foe. If a pokemon makes contact with this pokemon, they become unable to flee
Competitive Value: This ability will allow pokemon to trap physical attackers, aswell as retain it's original effect.

Ability: Magician(buff)
Original effect: If this Pokemon does not currently hold an item, then after dealing damage to a foe, it will steal the foe's item.
New effect: Gains the effect of the foes item, aswell as the users. Cannot copy Mega Stones. Z-Crystals or pokemon specific items.
Competitive Value: This ability allows certain pokemon to switch in and have extra firepower on certain mons. Scarfers are basically now nullified, and the pokemon with the ability can gain some nice stat boosts. However, it does have a downside in the fact that it can copy bad items such as Toxic Orb, Black Sludge or a choice item it didn't want.

Ability
: Pickpocket(buff)
Original effect: If this Pokemon does not currently hold an item, then after taking damage from a contact move, it will steal the attacker's item.
New effect: All contact moves will remove the foes item, similarly to Knock Off.
Competitive Value: Not sure what this would be good at, other than the fact that it can remove items.

How many abilities can I buff/nerf?
You can submit for every ability on a slate. You can buff the ones that say (buff), and nerf the ones that say (nerf). For ones that say (buff/nerf), it's your judgment whether it should be buffed, nerfed, or given a side-grade(trading one strong point of an ability for another).

Ability: Klutz
Original effect: Items currently held by this Pokemon have no effect, except for Z-Crystals and Mega Stones.
New effect: At the end of the user's first turn in battle in which they use a move, any item other than a Z-Crystal or Mega Stone is immediately tossed as if using Fling.
Reasoning: While it's still not great (I might consider adding that consumable items are instead used if it still needs buffing), Fling doesn't see use because it's an inefficient use of a turn and only works once. This solves the first problem and gives Klutzy Pokemon the niche of being able to poison Magic Bounce foes with Toxic Orb and other similar tricks.

Ability: Sticky Hold
Original effect: This Pokemon may not have its held item removed through the effects of Knock Off, Thief, Covet, Incinerate, Bug Bite, Pluck, Magician, or Pickpocket. This Pokemon is immune to Trick and Switcheroo. This Pokemon takes boosted damage from Knock Off if it currently holds an item. Thief and Covet deal damage to this Pokemon but do not steal its item. Attempting to remove this item announces the ability. Neutralized by Mold Breaker.
New effect: All of the above except Knock Off doesn't deal its bonus damage and it gains Pickpocket's original effect.
Reasoning: Why does Knock Off trigger its power-up if it doesn't knock anything off? Anyway, you're sticky so sometimes the foe's item sticks to you when they get too close. See below for why this isn't a straight upgrade over Pickpocket.

Ability: Magician
Original effect: If this Pokemon does not currently hold an item, then after dealing damage to a foe, it will steal the foe's item.
New effect: Same, but if the user is holding an item, it swaps it with what the target is holding. Also, the user is immune to the negative effects of items it took this turn (so the Orbs don't work if it doesn't keep them for a full turn).
Reasoning: The problem with Magician is that you don't want half the items your opponents are likely to have, and it only works once in most battles. Allowing you to shuffle the items around an enemy team grants Magician a role in screwing up the opponent's strategies, swapping Blissey's Leftovers for Scizor's Life Orb and vice versa.

Ability: Pickpocket
Original effect: If this Pokemon does not currently hold an item, then after taking damage from a contact move, it will steal the attacker's item.
New effect: As a counterpart to my version of Sticky Hold and Magician, Pickpocket now also works when the user his another target with a contact move.
Reasoning: All three of these abilities ended up being pretty similar, which was intentional. Pickpocket is the middle ground between Sticky Hold and Magician here, able to trigger no matter who used the contact move, but not protecting against having your item taken or working when you have one.

Ability: Pickup
Original effect: If this Pokemon does not currently hold an item, then if a different Pokemon consumes or flings its item, this Pokemon will recover the item at the end of the turn, and the other Pokemon can no longer recover it with Recycle or Harvest.
New effect: Now works on items consumed or flung by the user.
Reasoning: I believe that abilities should be something you can reliably plan a set around, and Pickup is one of those incredibly niche situational abilities. Allowing the user to activate it themselves makes it more active rather than relying on the opponent to set you up.

Ability: Frisk
Original effect: Whenever this Pokemon enters the battle or has its ability changed to Frisk, this Pokemon will reveal the items of all foes that are currently on the field.
New effect: Now disables the identified items for 3 turns. This works identically to Embargo.
Reasoning: Embargo is a bad move. Frisk is a bad ability. Combine them and they become a somewhat less bad ability with a role in stealing momentum from Power Herb and similar items for a few precious turns.

canno

formerly The Reptile
Ability: Klutz(buff)
Original effect: Items currently held by this Pokemon have no effect, except for Z-Crystals and Mega Stones.
New effect: Items currently held by this Pokemon and status moves that target this Pokemon have no effect, except for Z-Crystals and Mega Stones.

Ability: Unburden(buff/nerf)
Original effect: If this Pokemon entered the battle with an item and currently has no item, its speed is doubled.
New effect: If this Pokemon currently has no item (whether it was removed or entered the battle without an item), its speed is doubled.

New effect: This Pokemon may not have its held item removed, and is immune to effects that switch items with another Pokemon. Attempting to remove this item announces the ability, and reduces the opponent's speed by 1 stage.

Ability: Magician(buff)
Original effect: If this Pokemon does not currently hold an item, then after dealing damage to a foe, it will steal the foe's item.
New effect: After dealing damage to a foe, the user will switch items with the target.

Ability: Pickpocket(buff)
Original effect: If this Pokemon does not currently hold an item, then after taking damage from a contact move, it will steal the attacker's item.
New effect: If this Pokemon does not currently hold an item, then after making contact with the opponent, the user will steal the opponent's item.

Ability: Pickup(buff)
Original effect: If this Pokemon does not currently hold an item, then if a different Pokemon consumes or flings its item, this Pokemon will recover the item at the end of the turn, and the other Pokemon can no longer recover it with Recycle or Harvest.
New effect: After the user switches in, the user will remove up to 2 layers of grounded hazards (Spikes take priority when picking up, then Toxic Spikes. Pickup will not remove Stealth Rock).

Ability: Frisk(buff)
Original effect: Whenever this Pokemon enters the battle or has its ability changed to Frisk, this Pokemon will reveal the items of all foes that are currently on the field.
New effect: At the end of the turn, this Pokemon will reveal the items of all foes that are currently on the field. This Pokemon is immune to effects that switch items with another Pokemon.

Samtendo09

Ability: Light Power
is a Pre-Contributor
Ability: Klutz(buff)
Original effect: Items currently held by this Pokemon have no effect, except for Z-Crystals and Mega Stones.
New effect: Only the opponent's item will have no effect.
Reasoning: This will help jeopardize the opponent's strategy involving items.

Ability: Unburden(buff/nerf)
Original effect: If this Pokemon entered the battle with an item and currently has no item, its speed is doubled.
New effect: Its Speed will ignore the Paralysis Status conditions, but cannot receive anymore items from other Pokémon or by Recycle.
Reasoning: This will be a get around Paralysis, but with a condition that prevent spamming Lum Berry + Recycle if you had to deal with Sleep or Toxic inducers.

New effect: Same above, but ignores boosted damage from Knock Off, and any attempts will reduce the opposing Pokémon's Speed by one stage.
Reasoning: This will punish any Pokémon who spams Knock Off or attempted to use any of the "buffed" Abilities in the form of Magician and Pickpocket.

Ability: Magician(buff)
Original effect: If this Pokemon does not currently hold an item, then after dealing damage to a foe, it will steal the foe's item.
New effect: After dealing damage to a foe for the first hit, the user swaps its and the target's items.
Reasoning: Basically applying Trick/Switcheroo for the first successful hit, making Choice Scarf or the more risky Choice Band (but more useful against stall) more useful in this situation.

Ability: Pickpocket(buff)
Original effect: If this Pokemon does not currently hold an item, then after taking damage from a contact move, it will steal the attacker's item.
New effect: Instead, if this Pokémon does not currently hold an item, then after dealing damage with a contact move, it will steal the defender's item while dealing 1.3x damage.
Reasoning: Allows the user to quickly deals extra damage in an attempt to hopefully steal a Sitrus Berry or the likes, or even a Leftover or a Life Orb.

Ability: Pickup(buff)
Original effect: If this Pokemon does not currently hold an item, then if a different Pokemon consumes or flings its item, this Pokemon will recover the item at the end of the turn, and the other Pokemon can no longer recover it with Recycle or Harvest.
New effect: Under the same circumstances, the Pokémon will recover the item from itself or from the other Pokémon at the end of the turn. The fore-front opponent's item will be prioritized.
Reasoning: This will be basically a better Harvest, and allows the spamming of Fling. With that said, it prioritize the opponent's item, and if you wanted to Fling the Toxic Orb around and the opponent had consumed its Lum Berry, consider your plan backfired.

Ability: Frisk(buff)
Original effect: Whenever this Pokemon enters the battle or has its ability changed to Frisk, this Pokemon will reveal the items of all foes that are currently on the field.
New effect: Same, but also when another Pokémon switches in.
Reasoning: This will help you to constantly identify all of your foes' items when keeping it live. However, in case of Doubles, it will also exposes your Pokémon's partner item.

Many Pokémon with Unburden got around 80-90 Base Attack, except Hitmonlee who got Base 120 Attack, so not only their Attack will get considerably stronger and finally make good use of their Attack stat, but also become a sweeper after a set up. Hitmonlee will especially become a physical beast. The Speed boost is reduced to 1.5x instead of being doubled as it would be overpowered otherwise.
This will give the Pokémon with the Ability to be prepared for a Mega Evolved Pokémon, Shell Smashing sweeper Pokémon or a Pokémon who was going to use a Z-Move. This will help Alolan Exeggutor, Wigglytuff, Gothitelle, Super-Size Gourgeist and Dusknoir to be much bulkier, but I added the "no-stacking with Eviolite" effect to prevent Dusclops from being way too solid.
Reminder that all pokemon get the balanced abilities, so don't make an ability overpowering just because its distribution was limited to "bad" Pokemon.

WIP
Ability: Klutz(buff)
Original effect: Items currently held by this Pokemon have no effect, except for Z-Crystals and Mega Stones.
New effect: 2 Random Opponent's stat is reduced by one stage.
Competitive Value: Niche reason to run Klutz.

Ability: Unburden(buff/nerf)
Original effect: If this Pokemon entered the battle with an item and currently has no item, its speed is doubled.
New effect: When holding an item, Defense and Special Defense are raised by one stage each.
Competitive Value: Prevents attacks that go past the activating point of your item. (Eg prevents 3hko for 25percentage berries)
New effect: Removes Knock Off boost, may remove opponents item when they try to remove your item.
Competitive Value: Punishment for trying to remove my item.
Ability: Magician(buff)
Original effect: If this Pokemon does not currently hold an item, then after dealing damage to a foe, it will steal the foe's item.
New effect: The Item takes effect, then the pokemon with this ability uses Fling but with the item before. Also, at the end of each turn, the Pokemon has a 10% chance to use Fling with the item before.
Competitive Value: Canpossibly help score KOs for some Pokemon.
Ability: Pickpocket(buff)Original effect: If this Pokemon does not currently hold an item, then after taking damage from a contact move, it will steal the attacker's item.New effect: ???Ability: Pickup(buff)Original effect: If this Pokemon does not currently hold an item, then if a different Pokemon consumes or flings its item, this Pokemon will recover the item at the end of the turn, and the other Pokemon can no longer recover it with Recycle or Harvest.Ability: Frisk(buff)Original effect: Whenever this Pokemon enters the battle or has its ability changed to Frisk, this Pokemon will reveal the items of all foes that are currently on the field.New effect: ???

Ability: Klutz(buff)
Original effect: Items currently held by this Pokemon have no effect, except for Z-Crystals and Mega Stones.
New effect: Items currently held by all pokemon have no effect, including Z-Crystals but not Mega Stones
Reasoning: Makes sense, and serves as a counter to opposing mons that rely on their items. Cancels out Z-Crtstal user

Ability: Unburden(buff/nerf)
Original effect: If this Pokemon enters the battle with an item and currently has no item, its speed is doubled.
New effect: Said pokemon will automatically drop its item if its HP is less than 25% (Berries are consumed first)
Reasoning: Allows the user to run a wider variety of items, yet still activate its ability in a pinch

New effect: Knock Off no longer receives a boost. If a pokemon tries to remove or take the user's item, their Attack and Special Attack are lowered by one stage.
Reasoning: Counter to the prevalent Knock Off, as well as other item snatching options. Good if a pokemon absolutely needs an item.

Ability: Magician(buff)
Original effect: If this Pokemon does not currently hold an item, then after dealing damage to a foe, it will steal the foe's item.
New effect: If this pokemon deals damage to a foe with less than 50% health, they lose their item.
Reasoning: Method of countering bulky walls and tanks that use their item, more freedom of the user's item.

Ability: Pickpocket(buff)
Original effect: If this Pokemon does not currently hold an item, then after taking damage from a contact move, it will steal the attacker's item.
New effect: If this pokemon makes any contact with an opponent or has its current item taken away or knocked off, it will steal the attacker's item. This ability negates the effects of Sticky Hold, but fails to activate against others with the Pickpocket ability.
Reasoning: More opportunities to steal an item, and serves as both a check to losing your item and Sticky Hold.

Ability: Pickup(buff)
Original effect: If this Pokemon does not currently hold an item, then if a different Pokemon consumes or flings its item, this Pokemon will recover the item at the end of the turn, and the other Pokemon can no longer recover it with Recycle or Harvest.
New Effect: If the opponent tries to use a consumable item, this pokemon gains its effects.
Reasoning: Serves as a counter to berry users and allows opportunities to recover.

Ability: Frisk(buff)
Original effect: Whenever this Pokemon enters the battle or has its ability changed to Frisk, this Pokemon will reveal the items of all foes that are currently on the field.
New effect: This ability reveals the items of all foes on the field, and reactivates whenever an opponent switches. This also reveals when the opponent has the Klutz, Unburden, Sticky Hold, Magician, Pickpocket, Pickup, Harvest, Gluttony, and Cheek Pouch abilities.
Reasoning: Actually gets to scout out more items, as well as item-using abilities to warn the user.

Ability (buff): Klutz
Original Effect: Held items have no effect
New Effect:
This pokémon's moves deal 1.5x more damage at the cost of it's item loosing it's effects. Does not work with Megastones and Z-Crystals
Analysis: Well, it works similar to Sheer Force but with both higher costs and rewards. Having an useless item does suck, but you now can deal much more damage.. It's basically an upgraded Life Orb.
