We did not decide to split up Canada as we did not ask for Canadian regions beforehand and Canada does not have a playerbase big enough to reasonably split. Corporal Levi had an active part in the discussion. In addition, adding Canada to US Central also allowed for more balanced teams.

I didn't discuss this with them but I would have definitely told them that Toronto is basically it's own country (according to Torontonians)
