She isn't weak at all though :p only perceived to be weak cos uncoordinated teams can't exploit her greatest strength ie EMP. Having no delay on decloak would break the anti stealth design that OW has. You aren't supposed to decloak right next to enemies, should go further behind so they can't really hear your audio queue. Her invis already guarantees that she gets a hack off an enemy from behind. Give her insta decloak and she can guarantee a kill on like supports which is a no no.
