    Payback isn't really that reliable as other pokemon may still be slower, I recommend Crunch for ensured damage

    Why not add a Support set with Rain Dance/Sunny Day, Reflect/Light Screen, and Toxic? Under rain, Raikou could spam Thunder as much as it wants
