WINNERS
Name: Storm Throw | Frost Breath | Snipe Shot | False Surrender
Power: 70
Accuracy: -
PP: 10
Category:
|
|
|

Type:
|
|
|

Effect: Move always results in a critical hit unless target is under the effects of Lucky Chant or has the Shell Armor / Battle Armor ability.
Priority: 0
Flags: Same as in Standard (Snipe Shot is now a Pulse move)
Potential Pokémon With This Move: Old Distribution + Some Sniper Pokémon, and a few extra key type matching Pokémon.
Justification: One of these moves were dexited and that's a shame, so let's bring it back, buff it's existing partner via acc and finally rework two old signatures into the fold! Inteleon is gonna love this one. Since Flower Trick is an existing move and it's more or less a fine addition, making the rest of the moves their clones just makes sense.
Name: Choke
Power: 80
Accuracy: 100%
PP: 15
Category: Physical
Type: Ghost
Effect: Target is afflicted with Heal Block and will not regain HP upon switching out if it has Regenerator. Bitter Blade counts as a healing move and cannot be used. Counts as a secondary effect for Sheer Force.
Priority: 0
Flags: Contact, Protect, Mirror
Potential Pokémon With This Move: :spidops: :pawmot: :gallade: :hypno: :gengar: :tsareena: :sudowoodo: :breloom: :hariyama: :swalot: :drifblim: :annihilape: :medicham: :lucario: :ceruledge: :goodra: :toxicroak: :dudunsparce: :muk: :muk-alola: :seviper: :zoroark-hisui: :mimikyu: :brambleghast: :toedscruel: :heracross: :sandaconda: :wugtrio: :sableye: :banette: :hawlucha: :spiritomb: :houndstone: :passimian: :eelektross: :wo-chien: :chesnaught: :basculegion:
Justification: We keep trying and failing to get a real physical Ghost STAB in. Even beyond this one's application as just being STAB, this move is extremely cool for breaking fat, particularly due to the Regenerator interaction (which normal Heal Block doesn't touch for some reason). It also fully disables draining moves, which is really funny vs. Draining Kiss Enamorus-T and maybe the new Bellibolt.
Name: Cutting Remark
Power: 40
Accuracy: 100%
PP: 25
Category: Physical
Type: Psychic
Effect: Uses the target's Sp. Def in damage calculation.
Priority: +1
Flags: Protect, Mirror, Sound, Slicing, Authentic
Potential Pokémon With This Move: :kricketune: :gallade: :squawkabilly: :medicham: :lucario: :farigiraf: :toxtricity: :zangoose: :scyther: :veluza: :iron-leaves::hoopa: :hoopa-unbound: :calyrex:
Justification: This was a joke but it might be kinda cool actually. Giving Gallade and I guess Veluza Sharpness-boosted STAB priority is pretty nice, even if Psychic isn't the best attacking type around, and it goes through Substitutes too. Medicham, Iron Leaves, and Hoopa-Unbound enjoy having STAB priority as well. Murders Sneasler and allows for revenge killing of Zamazenta, Defense-boosted Hawlucha, and Iron Valiant.
Name: Dancing Shoes
Effect: If the holder is a Meloetta, it transforms into Meloetta-Pirouette. Meloetta-Pirouette holding this item becomes immune to hazards, and its Attack is increased one stage if it is targeted by a Sound move (also immune to Sound moves).
Can Be Knocked Off (Yes or No): No (if Meloetta)
Ignored by Klutz (Yes or No): Yes
Fling Power & Effect: 30 BP
Justification: Return of the Meloetta item, though with a new effect once again. Goes really well with my Meloetta, though either submission should work fine on their own. Also Walkie-Talkie counterplay !!! Also also this and dirge just kinda do nothing to each other lol.
Name: Air Freshener
Effect: When the holder successfully uses a wind move, its party is cured of status conditions.
Can Be Knocked Off: Y
Ignored by Klutz: Y
Fling Power & Effect: 30, cures status
Justification: We still haven't gotten Heal Bell distribution, so here's Aromatherapy instead. Hard sell for an item slot, but potentially nice for stall, combining Defog and status clearing.
:charizard-mega-x::charizard-mega-y:
Name: Charizardite Shard X | Y
Effect: If held by a Charizard, on switch in…
- Teras it into Dragon | Fire
- Changes its ability to Tough Claws | Drought
- Grants a +1 Atk boost | + 1 SpA boost
- And continuously after that, makes Dragon and Fire | Fire and Flying moves deal 1.2x damage
Can Be Knocked Off (Yes or No): No
Ignored by Klutz (Yes or No): No
Fling Power & Effect: None
Justification: I think that the Revavroom Tera shards are really cool and I really wanted to build off that mechanic. Yoshiblaze's comments about the mega subs last slate gave me an idea off how we could go about doing that, and so here are the mega-stone shards! This current version might be a bit overkill with the +1 offensive stages, if the council thinks its too much I'll comply.
Name: Muscle Memory
Effect: This Pokémon's moves deal more damage the more times they are used consecutively (Same formula as the Metronome item)
Permanent (Yes or No): No
Mold Breaker (Yes or No): No
Potential Pokémon With This Ability::oricorio::lucario::flamigo::inteleon::hydreigon:
Justification: Metronome is a pretty decent item but seldom seen, especially since the boosts get reset by Protect. Investing your item slot in something that requires you to stay on the field forever, doing the same thing that your opponent could just play around is also a huge risk that's often not worth. But as a passive ability effect that you can combine with items like Choice items? Now you're talking. Somewhat similar to something like Moxie or Grim Neigh, a mon can potentially snowball by gaining multiple boosts consecutively as they use the same move, but even if you're forced to switch out or switch moves after one or two hits, the hits you do get are still useful as hitting something a second time before switching gives you a tiny power boost. Scarfers and sweepers alike would love this.
Name: Cloud Nine
Effect: While this Pokemon is active, the effects of weather conditions and terrains are disabled.
Potential Pokémon With This Ability: OG distrib + Landorus-I (over Sheer Force), Zapdos, Iron Jugulis, Kilowattrel
Justification: I kinda like Cloud Nine as an ability, so I improved it a bit, I've got a feeling terrain and weather wars can kinda come back, and anyway with Paradoxes, the niche is appreciated. One of the problems with the original distrib is that well... Altaria is meh, Golduck is meh, and anyway, both are gonna run another ability (Natural Cure for Altaria, Swift Swim for Golduck). Maybe now the ability can finally see some use.
Name: Death Aura
Effect: While this Pokemon is active, all healing is prevented (healing and draining moves fail. Has no effect on Pain Split).
Permanent: No
Mold Breaker: Yes (draining moves only)
Potential Pokémon With This Ability: :typhlosion-hisui::houndstone::gengar::spiritomb::froslass:
Justification: Return of a semi-popular concept that was subbed a lot last gen by other folks. Seems really really valuable in the current meta, with fat teams being so strong and there being so many forms of viable passive recovery. Helps offensive mons break through defensive cores much easier, at the expense of being completely useless against more offensive teams.
Name: Sand Force
Effect: This Pokemon’s attacks have 1.3x power in Sand (also provides Sand immunity).
Permanent: No
Mold Breaker: No
Potential Pokémon With This Ability: Current distribution +
:cacturne:
:orthworm:
:espathra:
:revavroom:
:lycanroc-midnight:
:rabsca:

Justification: What even is this ability, honestly? There has never been a good abuser of it besides Mega Garchomp, and the fact that it’s a weak ability on a weak weather just compounds the problem. Its new effect is much stronger, and allowing for increased distribution means Sand can finally gain some new abusers.
Name: Seed Sower / Sand Spit
Effect: When this Pokemon is hit by an attack, the effect of Leech Seed / Sand Tomb begins on the opponent.
Ignored by Mold Breaker: No
Potential Pokémon With This Ability:
:Arboliva::sandaconda: other fitting Pokémon.
Justification: These weather / terrain setting abilities were outclassed by their regular auto setting companions, so I decided to rework them to make a new, but still useful effect. Their new effect is chip city galore, allowing bulkier balance teams to be worn down easier, without causing potentially benefial to enemy / harmful to teammate side effects. Bring on the chip!
:sv/gengar:
Name: Gengar
Type: Ghost/Poison
Abilities: Neutralizing Gas / Levitate
New Moves: Fake Out, Knock Off, Moonblast, Moonlight, Shadow Sneak, Sludge Wave
Removed Moves: None
Justification: Gengar but buffed to help with power creep. Levitate Gengar is always cool and now it packs more reliable options in Sludge Wave over Sludge Bomb, Moonblast over Dazzling Gleam, and recovery for longevity. It also has Knock for anyone crazy enough to run that despite its 65 Att.
:sm/meloetta::sm/meloetta-pirouette:
Name: Meloetta
Type:
/

Abilities: Trace (Aria), No Guard (Pirouette)
New Moves: Aura Sphere, Axe Kick, Blaze Kick, Heal Bell, Mega Kick, Rapid Spin, Recover, Vacuum Wave
Removed Moves: Sing (ghostwritten all along…)
Justification: OU Psychics are extremely lacking, and the past two slates haven’t fixed that. Instead of shield dog being the issue, it’s turned out that the real dangers are Sneasler and Cresselia, and Meloetta never lets Sneasler set up while always beating Tera Poison Cress, making it an amazing addition for the current meta. Pirouette form also gets noticeably better from this, especially with no competition from Mega Lopunny like last gen, though good luck using that lol.
:sv/pyroar:
Name: Pyroar
Type: Fire / Ground
Abilities: Sand Rush / Unnerve / Supreme Overlord (Hidden)
New Moves: Scorching Sands, Earth Power, Morning Sun, Grass Knot
Removed Moves: None
Justification: Someone else submitted Fire / Ground Pyroar at one point, but this is a fairly different take. This is definitely not as good of a Supreme Overlord user as Kingambit, but it still has strong traits - Fire / Ground / Dark is great coverage, its high Speed means it's less reliant on Sucker Punch mindgames in the endgame (although it wishes it had priority), and of course Overheat and Fire Blast are stronger at their baseline than anything Kingambit has to offer, which helps make up for the fact that it has a lower attacking stat and only Work Up as setup. Grass Knot works as an alternate coverage move to break Waters and Rocks and Grounds, while Sand Rush is something sand teams sorely miss as an option.
:sv/vespiquen:
Name: Vespiquen
Type: Poison / Flying
Abilities: Intimidate / Cute Charm / Supreme Overlord
New Moves: Gunk Shot, Poison Jab, Barb Barrage, Poison Fang, Sludge Wave, Acid Armor, Body Press, Dual Wingbeat, Defog, Whirlwind
Justification: adds a poison type to fill the niche of pex beating stuff like crab, sneasler, etc

With that, we can begin a 24 hour discussion phase as council discusses the distribution of the winning moves and abilities. You can talk about the metagame impacts you think all the winners will have, give distribution suggestions (though remember that this isn't a distribution phase like the Sylve and JolteMons of old), and prepare submissions for the upcoming Slate 4.

That's all for now, see you tomorrow!

Storm Throw and co: A lot of these are pretty much straight up upgrades as STABs to so many mons, Especially those who get Frost Breath and False Surrender. Imo keep distribution of Frost Breath and Snipe shot extremely limited, do whatever with Storm Throw and give as many dark types False surrender.
Choke: This move is definitely going to force players to up their nickname game in order to make the funniest messages possible with this move. Also a powerful move that should have limited distribution.
Cutting Remark: Interesting move, between it targeting Sdef, being priority and also a sound love it will fit in many team archetypes.

Dancing Shoes: Gonna speak of this later but the fact it won alongside the Meloetta buff is brazy.
Air Freshner: Definitely a niche item, but will have good use on status absorbers.
Mega Stone Shards: These things are definitely going to set a precendent of some kind with submissions, the era of mega stone shard submissions is nearing. Anyways X zardite shard feels like it will be eaten alive by fairies but otherwise is Haxorus on drugs, Y zardite shard will hit hard yet be allergic to stealth rocks.

Muscle Memory: Cool ability, not much else to say here.
Death Aura: Extremely powerful in the hands of the right mon, will definitely trim some of the fat in the meta.
Sand Force: I am stupid and can't really figure out what changed so I will assume its just that it boosts special attacks and makes mons to not die to sandstone chip which is cool.
Seed Sower / Sand Tomb: Interesting abilities that will definitely make their users become extremely obnoxious, lets see what is given this ability.

Gengar: Ngas gengar is a cool offensive mon that will troll that shit of stuff like Garganacl, levitate being back is also really good for it, making it a very flexible mon.
Meloetta: Words really can't describe how crazy it is to get both Dancing Shoes and these changes to the mon on the same slate. I am not particularly interested in psychic fighting regular Melotta when Piroutte is right there and acting like a mega lopunny lite. Will be a really cool fighting type addition to the meta.
Pyroar: And yet another sand abuser as well as a special Supreme Overlord user. I still don't see this mon being Ou material due to being frail. but if we do lower tiers this mon looks pretty fire with its fire ground coverage and abilities.
Vespiquen: Had not seen this thing and while its never using Supreme Overlord it is certainly going to do good use of intimidate. Looks cool especially since Vespiquen actually has an absurd support movepool between hazards, reliable recovery and defog.

I'm not going to go over every winner but I'll leave some thoughts

Storm Throw gang: Should probably get BP decreased to 60, especially Frost Breath and Snipe Shot - atm they're basically no-drawbacks 100 power moves for pretty spammable types
Choke: Good ghost stab ftw, just don't give it to dragapult and we should be good. I mostly voted for this bc of the effect, heal block is an underutilized mechanic
Air Freshener: Don't think it will be bad but will definitely be niche, especially since most defoggers are flying and don't want to give up boots... We'll just have to see what people cook up for it
Cloud Nine: rip grass pelt lol
Death Aura: Basically what I said about Choke but it's a passive effect. Kinda glossed over it during voting but no complaints here, suggested distribution is very good and it since it's locked to certain mons it's not too overwhelming on fatmons and the meta as a whole compared to Choke.
Sand Force: I am stupid and can't really figure out what changed so I will assume its just that it boosts special attacks and makes mons to not die to sandstone chip which is cool.
Vanilla Sand Force only gives the x1.3 boost to Ground, Rock, and Steel moves; Most people would agree, that's pretty dumb. The sub changes it to a x1.3 boost in sand with no other restrictions. That being said, pretty much every vanilla mon with the ability has no viability in OU (except lando, which has the opposite problem lol), so if it wants to see use, distribution should be focused on borderline mons (sandy shocks maybe? :wo:)
:gengar: based
:vespiquen: Type change alone is a massive improvement from base vespiquen and lets it perform a lot better as a defensive mon. Add in the great utility of base vesp and new abilities and this will definitely see some level of usage.

Slate 3 Winners Thoughts
Storm Throw (And Co.): I think these are cool moves, but looking at them closer, I REALLY hope these are only given to mons that need them. Flower Trick gets away with being 100 power and defensive stat buff piercing because Grass isn't the strongest offensive typing and has lots of common resists. All four of these types are much stronger and more splashable offensive types. Storm Throw alone becomes an almost better CC if you're a fast mon that can take some hits since you get no defense drops. I'm sure council knows and is already aware of this... that said, if we splash these moves onto good mons anyways, could we give Meowscarada False Surrender? Mon deserves at least one piece of the pie for copying its sig.

Choke: Gonna talk more about this once we get to Abilities, but as for the move itself, glad to see some actually reliable (and not busted) phys Ghost moves.

Cutting Remark: Priority phys Sound/Cutting Psychic move is very cool, looking forward to seeing who it gets distributed to.
Dancing Shoes: Saving comments for Adjustments, but glad both this and the suggested adjustment won.

Air Freshener: Huh. Wasn't paying too close attention to others' votes but didn't think this one was winning. Not sure if the sub itself is claiming Defog is a wind move, but its apparently not. That said, could see a good Enamorous-Therian Overcoat cleric set out of this item.

Charizardite Shards: Unpopular opinion, but the idea of diet Mega Stones never really thrilled me. But this sets a precedent, so I imagine they'll be popular in the coming slates. That said, Stealth Rock stocks are gonna rise if these guys become a problem in any form, since they'll take hazard damage before the Tera.
Muscle Memory: Still curious how this one's going to work if someone stacks a Metronome onto their MM mon. Do the item and ability share a cap or have separate caps? Because on one hand you get a 100% boost to your move after 3 turns, and the other a 200% boost after 6. The latter would be funny, but I anticipate it'll be coded the former way.

Cloud Nine: Probably a smart preemptive ability before we get all of our setters/abusers in. Even now, should help against the infamous Glowking/Roaring Moon core.

Death Aura: We HATE healing. Me and all my homies HATE healing. Between this and Choke, we've got a very anti-healing slate to contrast last slate's surge of healing moves. Heal blocking is an interesting effect you don't see a lot of, so I'm curious how this will shake out and how good it'll make certain mons at stall breaking.

Sand Force: Sand Force if it was based.

Seed Sower/Sand Spit: No problem with Seed Sower, but setting up a trapping move on hit sounds annoying as hell if Sandaconda has the right partners and can take hits to trap its partners' checks. The mon's probably mid enough to where this isn't too much of a problem and it doesn't get any healing as is so its probably fine, but depends what else gets it.
:gengar: This mon is EATING this slate. NGas and Levitate to start. And depending on how generous the council is feeling, its valid for getting Death Aura and Choke too. Plus it got good coverage/utility moves. OU Gengar is back on the menu, boys.
:meloetta::meloetta-pirouette: But okay, THIS is the real winner this slate. Psychic/Fighting is, honestly, a weird choice for Aria I'm not super fond of, but the rest of the changes made I think are great. Plus, with Dancing Shoes, Pirouette form can actually see use without wasting a move slot. Eager to see how well this mon does.
:pyroar: Mon is probably still mid, but ok addition. Don't really see this doing a lot, sadly.
:vespiquen: A simple-minded observer might say Vesp now has a better defensive typing and the stats/utility pool to make use of it in conjunction with Intim or Cute Charm. But a true believer knows the goofy Fell Stinger Supreme Overlord sets are coming out of the woodworks aaaaany day now...

So tired. "Short" for once to the perfect end of this crappy day:

Slate 3 Moves:
Storm Throw | Frost Breath | Snipe Shot | False Surrender:
Despite voting for these, yeah, I can see these needing less power if they're not very limited distribution since the supposed "counters" are basically nonexistent (much like Shrapnel Shot). At least :inteleon: Inteleon's disgusting self won't pull a :gogoat: Gogoat and will likely be the best Snipe Shot user by default due to Sniper.

Choke: I would have been fine with this or Soul Drain winning. Choke winning, however, is probably better given Death Aura won too given that redunance seems better than self-defeat.

Cutting Remark: Walk-Talkie now has access to priority. Great. /s (Otherwise this seems fine.)

Slate 3 Items:
Dancing Shoes:
Might be overly buffed given the Meloetta adjustment also won, especially since they're soundproof Heavy Duty Boots for the form that's already going to be used more by far.

Air Freshener: Fine. Doesn't actually work with Defog at present though.

:charizard-mega-x: | :charizard-mega-y: Charizardite Shard X | Y: Hate these and find it weird that they won when the -Drive and Proto- abilities supposedly got complained about despite these being far more problematic, IMO, even before this also bringing back the annoying coinflip aspect to Charizard's Megas at Team Preview. Also a soft buff to both Mega forms arguably, especially X who isn't Rocks weak anymore. Fun. /s

Slate 3 Abilities:
Muscle Memory:
Fine. Not like Metronome the item was worth using.

Cloud Nine: Glad to see this finally won even if it screws over Grass Pelt which...meh, that's honestly fine.

Death Aura: Even as someone who hates Regenerator, this feels a bit draconian with Choke also winning but nothing can be done there.

Sand Force: Sand's first real direct buff. Took long enough.

Seed Sower | Sand Spit: I was considering voting for this one, but then I remembered Sand Tomb traps, which seems...unfun and which is the only reason I didn't. Guess we'll see though. At least Seed Sower isn't useless anymore right after Grass Pelt won.

Slate 3 Adjustments:
:gengar: Gengar: I wonder if Neutralizing Gas will ever actually be used (over Levitate) on this thing or if this will just be Megas Revisited :gengar-mega: Gengar-Mega all over again. Otherwise fine even though I would rather it not have gotten Knock Off (or Moonblast).

:meloetta: | :meloetta-pirouette: Meloetta: Similarly, I guess we'll see if regular Meloetta ever gets used that much over :lopunny-mega: Lopunny-Mega-Lite, though at least Trace and being Fighting too now might help it. Shrug.

:pyroar: Pyroar: I can't really ever see this using Sand Rush at present unfortunately, but at least it might be worth using in some capacity now...with Supreme Overlord. Yay? Shame the unique Normal/Fire typing got axed though. (How long will :mimikyu: Mimikyu be allowed to run rampant? /s)

:vespiquen: Vespiquen: Speaking Supreme Overlord versions of crappy mons, it's going to bother the hell out of me that this isn't Bug now, but whatever, at least Poison/Flying still fits and is better defensively (except against Psychic). Still unsure this does much, but amusingly I wouldn't be surprised if it's a better Barb Barrage user than current :overqwil: Overqwil.

Moves
Storm Throw and co - Good buffs all around. I can see the concerns people have. Don't worry about it.

Choke - I think it's a very solid move for the "generic Ghost STAB" people have been clamouring for. Stopping recovery is pretty great and all, but I think in regards to Regen spam Death Aura and NGas Gengar will be better utilized there. If it were up to me tbh, only Pokémon with hands could get this ngl.

Cutting Remark - Psychic priority is sweet. It targeting SpD instead of Def like reverse Psyshock is also cool, but I don't think this will be as impactful as most other priority moves.

Items
Dancing Shoes - Brah, why does this not affect dancing moves? Anyways, it's an ok item ig? Sound moves aren't particularly prevalent outside of like Skeledirge, which you still lose to (more on that later). Free Boots is pretty sweet though.

Air Freshener - Another defunct item no one is gonna ever use. Never change Eeveemons vote block.

Charizardite Shard X | Y - I did vote for these, and I am glad they won, but please do not take this as an opportunity to start spamming the shit out of Mega Stone shards. It was a cool gimmick for a gimmicky Pokémon Gamefreak loves to experiment with. I also just, blatantly disagree with everything The Damned said, it's like they don't understand why people hate the Proto changes at all. One thing I will say though, how does damage work for Char Y specifically? Does this go Tera STAB boost, Weather AND the mentioned boost to it's dual STAB?? If so that sounds really annoying.
Finally with three different ways to "Tera" on a team, I think we should really start looking into locking these items to one slot per team.

Abilities
Muscle Memory - Move spammers will like this alot for real. Anything that likes to repeatedly click the same moves gets a big boost to their viability if they have this on deck. The distribution is looking slim but respectful.

Cloud Nine - Great day to bring back Landorus to the mainstream.

Death Aura - Alot better than Choke tbh, distribution on this is gonna have to be more restrained on a whole since having to burn a turn and moveslots to do what choke does is nothing compared to doing it on switch in. I def understand why these became popular though, chonky squads have been eating these slates.

Sand Force - It's ok I guess. Rather unnecessary if you ask me. Nothing immediately screams broken with it though, maybe Landorus is too strong (uh oh, no Lando unban?!?)

Seed Sower / Sand Spit - This is gonna be very funny when distribution is announced.

Adjustments
Gengar - Went crazy with buffs. Moonlight LMAO. NGas or Levitate are both peak options for it, and I can see it running NGas Knock Off with a powerful NP or Specs user in the back to shite on Regen spam.

Meloetta - This shouldn't be a hot take but apparently people think it is. Meloetta P is a noob trap. Loses to a crazy amount of top tier Pokémon. Hard walled by all Ghosts, can't run any form of damage boosting items, running a shit ability that only hurts it. Gassing up this mon is insane on y'all parts not gonna lie. Meloetta regular though? She saucy. Psychic Fighting is one of the most dangerous STAB combos on Earth, ESPECIALLY for special attackers. 90 speed is rather annoying post Home but it can easily scrap with plenty of top OU threats. Trace is funny as hell especially if you send it in versus the Regen cores, which this thing EATS up btw. Best thing though is it has an item slot. I can run this as a Scarfer. I can run this with Specs. I can run Calm Mind with Lefties. Meloetta is pushing P and Meloetta P is running on E.

Pyroar - Not for me ngl. I can see the appeal but it def feels like cope for Sand. I agree that this thing probably won't even be THAT popular on Sand, Supreme Overlord sounds like a better investment.

Vespiquen - Why did this win? Mon isn't a shitstorm, but why?

Sharing my thoughts as well:

Moves
Storm Throw etc: As said before, solid moves, very solid, fine depending on the distrib.

Choke: Original take on a Ghost Physical STAB, and gonna be a great tool for wallbreaking.

Cutting Remark: Funny tool for many Pokemons, and welp, gotta be funny on things like Gallade.

Items
Dancing Shoes: Meloetta-P is usable at all now, Sound immunity allows it to like, not be affected by stuff like Torch Song or Walkie-Talkie ig?

Air Freshener: Niche af item as many Wind moves are offensive.

Charizardite Shard X | Y: I don't mind if people cope mega and sub stuff to cope hard. That said, I like those items, but I sure hope people won't take the initiative to sub Shard items for every single Pokemon with a mega.

Abilities
Muscle Memory: Nice ability, gotta be funny on stuff that loves to spam a STAB or stuff.

Cloud Nine: My sub. Ironic how I was the one who won Grass Pelt yet I am the one who wins its biggest counter. Gotta be really useful with the Roaring King cores running rampant as well as other stuff (and Landorus-I being back is gotta be interesting as it can easily just murder stuff with SD or NP).

Death Aura: Healing died. I don't really mind, it's gotta be a nice stallbreaking tool.

Sand Force: Unsure how it will affect Sand, will depend on distrib.

Seed Sower / Sand Spit: Sand Spit is gonna be annoying

Adjustments
Gengar: If it gets Death Aura, it'll have 3 great abilities. OK. It's gotta be so strong lmao, def a top tier mon but we'll see.

Meloetta: Neutral about this one, I dunno. I'm not the biggest fan, I guess Meloetta-P is gonna be interesting?

Pyroar: Supreme Overlord is funny. Fire/Ground is strong af coverage.

Vespiquen: Waiting to see how it turns out, but might be an interesting wall.

I say tentatively as the conveniently-timed Sand Force could potentially make Lando-I too much of a menace in Sand, which may lead to nerf or even a re-ban. We'll be keeping a close eye on it.

Even outside of the Lando-I unban, this slate is shaping up to be IMPACTFUL, so more than ever I encourage you to go and playtest once this slate goes live later tonight, as a lot of powerful new options are now available for you to mess around with.

With that, Slate 4 is now open for submissions!

Category:

Type:

Priority: 1
Flags: Mirror, Protect
Effect: Hits 2 turns after being used. This hit activates with +1 priority.
Potential Pokemon With This Move: :diancie::enamorus::hatterene::wigglytuff::scream-tail::tinkaton::gardevoir::sylveon::carbink::gothitelle::cresselia::iron-valiant:
Justification: Future Sight is an interesting concept that I thought I’d play with a bit. Delayed priority goes kinda crazy, since it provides a failsafe against sweepers while also doing the same shenanigans as base Future Sight, albeit a bit weaker.
Name: Damage Bank / Savings Bank
Effect: Every time the holder successfully damages another Pokemon with an attack, the bank’s coin counter goes up by one. At 3 coins, the holder’s next attack will have its power doubled (Damage Bank) / the holder restores 33% max HP (Savings Bank), and the coin counter resets to 0.
Can Be Knocked Off (Yes or No): Yes
Ignored by Klutz (Yes or No): Yes
Fling Power & Effect: 100 BP, Pay Day effects.
Justification: Funny idea I had. Damage Bank averages out to about the same damage boost as Life Orb, except you only get a boosted attack one in every three turns. Savings Bank is similar to Shell Bell from last gen, since it’s about double the healing power of Leftovers if you keep attacking, making it good on pivots.

Name: Mithril Armor
Effect: This Pokemon is immune to critical hits and its Defense is boosted 1.2x, but its own attacks will never crit.
Can Be Knocked Off (Yes or No): Yes
Ignored by Klutz (Yes or No): Yes
Fling Power & Effect: 80 BP
Justification: Inteleon counterplay!! Crit immunity on an item makes a lot of sense, but I figured adding some wrinkles to it would make it more interesting (plus crit immunity on its own isn’t worth running an item for).
Name: Battle Spines
Effect: This Pokemon’s attacks do an additional 12.5% of the target’s max HP in damage. This occurs after the move’s normal damage and announces itself a la Rocky Helmet. Multi-hit moves only activate this effect once.
Permanent (Yes or No): No
Mold Breaker (Yes or No): No
Potential Pokémon With This Ability: :thundurus::overqwil::jolteon::toxapex::cloyster::cacturne::pincurchin:
Justification: Weird take on a boosting ability. Makes for some VERY strong wallbreakers.

Name: Gluttony
Effect: This Pokemon restores 1/16 max HP at the end of each turn if it is holding an item. If an active Pokemon loses or consumes its item, this Pokemon recovers 25% of its max HP.
Permanent (Yes or No): No
Mold Breaker (Yes or No): No
Potential Pokémon With This Ability: Original distrib + :pelipper::muk::drednaw:
Justification: Free lefties is always good. Funny thing to pair with Koff also still technically Berry abil
:sv/brambleghast:
Name: Brambleghast
Type:

Abilities: Wind Rider / Sand Rush | Infiltrator
New Moves: Ice Spinner, Poltergeist, Nasty Plot, Swords Dance, Weather Ball
Removed Moves: none
Justification: Second slate of giving Grass/Ghost mons Poltergeist lol. Sand is a really weird playstyle right now. Every setter and every viable abuser are weak to Grass and Water, which is just sad, so I figured I’d provide another option. Brambleghast perfectly complements the defensive profiles of the current Sand options, while also offering a powerful offensive tool. Grass/Ghost coverage is not bad at all in OU, only struggling to get past Kingambit, the Dark/Flyings (both of which are offensive), and whatever mons decide to run itemless in order to stop a Brambleghast lol. Ice Spinner provides the coverage to hit both Dark/Flyings as well as Hydreigon, though most teams will probably just run Strength Sap for longevity and disruption. Also gave it Nasty Plot and Weather Ball because plot sets sure would be funny! Should help out an otherwise struggling playstyle quite a lot.

:sv/scovillain:
Name: Scovillain
Type:

Abilities: Chlorophyll / Opportunist | Moody
New Moves: Dark Pulse, Dragon Dance, Earthquake, Fire Lash, Flare Blitz, Nasty Plot, Play Rough, Pollen Puff, Power Whip, Psychic Fangs, Scorching Sands, Stun Spore, Taunt
Removed Moves: none
Justification: Speaking of Paldean Grass type weather abusers, here’s Scovillain. Mon got the worst movepool in existence for literally no reason, so I figured I’d patch it up a bit.

:sv/rotom::sv/rotom-fan::sv/rotom-frost::sv/rotom-heat::sv/rotom-mow::sv/rotom-wash:
Name: Rotom
Type: same as in base
Abilities: Levitate / :rotom:Prankster | Adaptability:rotom-fan:Volt Absorb | Aerilate:rotom-frost:Refrigerate | Slush Rush:rotom-heat:Well-Baked Body | Solar Power:rotom-mow:Cloud Nine | Berserk:rotom-wash:Storm Drain | Misty Surge
New Moves: :rotom: Calm Mind, Pain Split, Parabolic Charge:rotom-fan: Hurricane :rotom-frost: Freeze-Dry :rotom-heat: Flamethrower :rotom-mow: Giga Drain :rotom-wash: Snipe Shot
Removed Moves: none
Justification: Pretty popular buff idea, but I saw potential in a few of these so I figured I’d do the whole set.
:rotom: This mon likely will never hit OU with that godawful statline, but I saw I think The Damned sub Adaptability, which made a ton of flavor sense and gives Rotom enough of a power boost to maybe see OU usage. In other news, Prankster is funny because flavor but also Prankster Wisp/TWave/Trick are some pretty nice options for the lower tiers. On the moves front, losing Pain Split was a tragedy, and Calm Mind/Parabolic add some new depth to the gameplay of the other forms.
:rotom-fan:I HATE Gale Wings Rotom-Fan. Relying on Air Slash flinches to break through checks is incredibly stupid and the mon doesn’t even have wings so the flavor is terrible. Instead, I gave it Volt Absorb and Hurricane to have a leg up on Zapdos as a defensive mon in OU, and Aerilate if you want a more reliable STAB for NP sets (mon learns Hyper Voice naturally).
:rotom-frost:This mon just really needs new STABs, so giving it Refrigerate Hyper Voice and Freeze-Dry is big. However, the real winner here is Slush Rush. Besides the gimmicky Cetitan, Snow doesn’t really have a designated sweeper at the moment, and with NP/Blizzard/Tbolt/FD, Slush Rush sets on this go crazy. Is your refrigerator running?
:rotom-heat:Yeah idk lol this mon is hard to buff. Solar Power could theoretically be cool on Sun cause it breaks through Waters but idk. We’ll see, I guess.
:rotom-mow:This one is kinda quirky. Cloud Nine gives it a good matchup into Rain, but the real funny set here is Big Root Nasty Plot with Berserk. Giga Drain/Parabolic Charge are very reasonable STAB options when combined with Big Root, and Berserk pairs perfectly with the constant draining. Not sure if this hits OU proper, but it’s at least a really unique option.
:rotom-wash:As you may have noticed, Misty Terrain is missing a setter this gen. Thankfully, Rotom-Wash is here to save the day. This is a far better option than Revavroom-Ruchbah, and it pairs nicely with Iron Valiant and Iron Treads on Rune Drive teams. Also actually walls Baxcalibur’s STABs now, though Earthquake smokes you.

Effect: Deals 1/8 max HP each turn. 1/4 on Steel and Water types/Fairy and Ground types.
Priority: +0
Flags (ex: Contact, Sound): N/A
Potential Pokémon With This Move: :garganacl::primeape: :hariyama::snorunt::garchomp: (gee this distribution looks familiar) | :forretress::vespiquen::spidops::lokix::rabsca:
Justification: Better Salt Cure distribution so Garg stops hogging it for itself, and a clone that gives Bugs slightly better offensive merit.

Name: Upheaval
Power: 50 BP
Accuracy: 100%
PP: 16
Category:

Type:

Effect: Ignores Flying/Levitate immunity. If the target has hazards on their side of the field, +10 BP for each unique hazard/separate layer. If Toxic Spikes are active, poisons/badly poisons the target depending on how many layers are active. Max damage is 120 BP (3 Spike layers, Stealth Rocks, 2 Toxic Spike layers, Healing Stones). If successful, removes all hazards on the opponent's side of the field.
Priority: +0
Flags (ex: Contact, Sound): N/A
Potential Pokémon With This Move:
Justification: Options for getting rid of an opponent's Healing Stones are pretty limited right now, so here's an offensive option that also gives hazard stack teams a big potential pay off.
Name: Reppep Berry
Effect: Using a move with negative priority will cause the holder to eat this berry at the start of that turn, inverting the priority of its move for this turn only.
Can Be Knocked Off: Yes
Ignored by Klutz: Yes
Fling Power & Effect: tbd
Justification: Goofy item that has niche but fun uses. One time use of +3 priority Focus Punch, +6 priority fazing moves, or +7 priority Trick Room on a dedicated setter to guarantee it gets set up.

Name: Yellow Nectar | Pink Nectar | Red Nectar | Purple Nectar
Effect: If the holder is Oricorio-Pom-Pom/Oricorio-Pa'u/Oricorio-Baile/Oricorio-Sensu, then on switch-in, changes ability to Electric Surge/Psychic Surge/Grassy Surge/Misty Surge and Teras the holder into
/

/
. Once per battle, gain +1 SpA and Spe on entry.
Can Be Knocked Off (Yes or No): No
Ignored by Klutz (Yes or No): No
Fling Power & Effect: 10 BP, sets respective terrain
Justification: Tapus are banned, so here's diet Tapus. You lose STAB on pretty much all of your movepool sadly, but in exchange you just pump out terrain-boosted RDs, can threaten with QDs or just pivot out with U-Turn. You also get better Intrepid Sword on a mon with shittier stats.
Name: Disguise | Ice Face
Effect: The first hit this mon takes in battle deals 0 damage, makes it lose 1/8 max HP and changes it into its Busted Form/Noice Form. 2 turns after changing form, if Misty Terrain/Snow is active, change back into Base Form and reset ability.
Permanent (Yes or No): Yes
Mold Breaker (Yes or No): Yes
Potential Pokémon With This Ability: :mimikyu::eiscue:
Justification: Standardizing both abilities, as well as letting the abilities regen during their weather/terrain rather than only when it is summoned or if it switches into it, with a mandatory nerf to keep from Protect stalling. Eiscue no longer gets screwed over if hit by a special move, but this probably benefits Mimikyu more and might help edge it out of UU.

Name: Dream Eater
Power: -
Accuracy: 100
PP: 10 (16)
Category: Status
Type: Psychic
Effect: The user restores its HP by the same amount as the target's Special Attack stat. It also lowers the target's Special Attack stat. If the target was asleep, it is now awake.
Flags: Same flags as Strength Sap
Potential Pokémon With This Move: current selection + :Hypno: :Slowking-Galar: :Typhlosion-Hisui: and other Psychic or Ghost types.
Justification: Strength Sap but for Special Attack. Considering how rarely used this move is already, and how few people know it, it seemed like an interesting option to add. Considered making another move do this, but eating someone's brains and eating their dreams can go pretty hand-in-hand.

Name: Hazardous Waste
Power: 50
Accuracy: 100
PP: 10 (16)
Category: Physical
Type: Poison
Effect: +50 BP for each layer of hazards on the user's side of the field. Base Power caps at 300.
Flags: None.
Potential Pokémon With This Move: Potential pool including all Poison-Type Pokemon and the future Paradox Pokemon, but especially these three: :muk: :muk-alola: :revavroom:
Justification: I will keep submitting this until it wins. Check out my original justification here.
Name: Four-Leaf Clover
Effect: Raises the Critical Hit rate of the user by one after every attack. After successfully scoring a Critical Hit, returns critical hit rate back to zero.
Can Be Knocked Off: Y
Ignored by Klutz: Y
Fling Power & Effect: 20 BP, lowers crit rate by 1
Justification: Fun for anyone with Sniper, or anyone who just wants a bit of crit fun to break through walls. Most useful right now for the sad lizard, but I am sure other Pokemon can use it well. Updated wording now means every hit increases the crit rate, making multihit moves synergize well with this.

Name: Honey
Effect: When this Pokemon's HP drops below 50%, restores 25% HP. The item is then consumed.
This item cannot be removed from the holder unless it is consumed. Any attempt to remove/steal this item lower's the attacker's Speed by one stage.
Can Be Knocked Off: N (attempting to Knock Off the item will lower the attacker's Speed by one stage).
Ignored by Klutz: Y
Fling Power & Effect: 20 BP, lowers target's Speed by 1 (can only by Tricked or Flung by a Pokemon with Klutz, or in Magic Room)
Justification: A Healing item with a natural Sticky Hold (+Gooey, sort of) effect. Figured it made sense thematically, picture Winnie the Pooh getting his hands sticky while eating out of a honeypot. Other than that, it is just a Sitrus Berry but better. As it is a consumable from nature, if this item could be considered as a "Berry" that would be cool (meaning it applies to existing moves/abilities, including Harvest and Belch).

(If this wins I will make a buff to Honey Gather in the next slate that allows a Pokemon holding no item randomly pick up Honey in battle)
Name: Aftermath
Effect: When this Pokemon faints, every other Pokemon on the field is hurt for 25% of their max HP. This damage ignores Substitute or Protect, but moves with semi-invulnerability (Fly, Dig) can avoid this effect.
Ignored by Mold Breaker: No
Potential Pokémon With This Ability: Everyone who has it + :qwilfish::overqwil: :glimmora: :coalossal: :forretress: :revavroom:(mainly Pokemon that enjoy using Explosion)
Justification: Aftermath is a mediocre ability on the Pokemon that have it (see: Electrode). This new change adds a couple new flavours: 1) it is no longer triggered exclusively by contact moves, and 2) the Pokemon can trigger it itself by using an Explosion move (or other suicide moves, e.g. Chloroblast, Steel Beam). This means you get a bit more bang for your buck with a sacrificial play, even doing solid damage to bulky rock, steel, or ghost types who would normally not be afraid of Explosions.

Name: Armor Tail / Dazzling / Queenly Majesty
Effect: This Pokemon is immune to priority moves and entry hazards. / This Pokemon and its allies are immune to priority moves and stat-lowering abilities, such as Intimidate. / This Pokemon is immune to priority moves and secondary effects.
Ignored by Mold Breaker: Yes
Potential Pokémon With This Ability: :Farigiraf: :Iron Treads: :Goodra-Hisui: :Orthworm: (AT), :Bruxish: :Azelf: :Uxie: :Mesprit: (D), :Tsareena: :Vespiquen: :Gardevoir: :Gothitelle: (QM)
Justification: We now have three different abilities, distributed to a single Pokemon each, that protect from priority moves. Figured a few changes would make them diverse. Now only Dazzling applies to its allies in Doubles, and this trio of abilities bring their own unique benefits.

Name: Super Luck
Effect: This Pokemon's Critical Hit rate is raised by one after every attack. After successfully scoring a Critical Hit, returns critical hit rate back to zero.
Ignored by Mold Breaker: No
Potential Pokémon With This Ability: :Honchkrow: :Maushold: :Gholdengo: :Luvdisc: :Cresselia: :Diancie: :Tinkaton: :Delphox: :Mesprit: (honestly any Pokemon that can be in some way related to luck/fortune could go here, this is just a random selection).
Justification: Someone said I should make the Four-Leaf Clover not be an item, so here is the same effect as an ability. Enjoy.
:sv/Salazzle:
Name: Salazzle
Type: Poison / Dragon
Abilities
: Corrosion / Infiltrator
Added Moves
: Draco Meteor, Dragon Breath, Dragon Rush, Dragon Tail, Outrage, Cross Poison, Sludge Wave, U-Turn
Justification: Naganadel at home. Poison/Dragon with its solid Special Attack and Speed allows it to be a solid offensive threat, and not having Beast Boost means it should do so in a way that is balanced and reasonable.

Also, fun fact: did you know that Salazzle knows Fire Lash? It is currently the only Pokemon in the game to know this move. Do with that information what you will.

:sv/Altaria:
Last second adjustment add because I forgot to come back to this this week.
Name: Altaria
Type: Dragon / Electric
Abilities
: Fluffy / Gale Wings / Cloud Nine
Added Moves: Body Press, Charge, Charge Beam, Discharge, Electric Terrain, Magnet Rise, Nuzzle, Shock Wave, Thunder, Thunder Shock, Thunder Wave, Thunderbolt, Volt Switch, Wild Charge, Zing Zap
Justification: The cloud bird now becomes a thunder cloud. Cloud Nine is a thematic ability to give it. Fluffy because, well, look at it. Was tempted to give it Levitate instead of its newly-gifted Gale Wings, but this still feels like a fitting ability for the cloud bird to have, even if it loses STAB on the moves. Body Press because Cotton Guard synergy.

Justification: Pretty sure most people voted in Air Freshener assuming that Defog is a wind move. Defog is not, in fact, a wind move. Let's change that.
(It also buffs brambleghast to block both spin and defog so that's p cool I guess)

Name: Tie-Dye Band
Effect: Holder's offensive stats are boosted by 1.5x, but cannot select moves of their type.
Can be Knocked Off: Yes
Ignored by Klutz: Yes
Fling Power & Effect: 30
Justification: Got a few votes last slate so I'll give it one last go. All your moves get STAB but you can't use your actual STABs. Moves should fail if the user changes to the type of that move (because otherwise Protean would ruin the fun for everyone)

Effect: Raises a random stat (besides Accuracy and Evasion) of the user by 1 at the end of the turn, which changes each consecutive turn.
Permanent: No
Mold Breaker: No
Potential Pokemon with this Ability: Current Distribution +:camerupt::noivern:
Justification: Instead of spamming substitute and fishing for the right boosts, Moody mons are now about taking advantage of whatever luck throws at you. Coincidentally enough, all of the current SV mons with Moody are mixed attackers who will get some advantage no matter what stat is boosted. Nerfed the stat raise to +1 because a free +2 reliant on luck is a bit too swingy.

Effect: The user cloaks itself in fire and charges at the target. Has a 10% chance to burn the target. In sun, priority is increased by one.
Priority: 0 (normally), +1 (in sun)
Flags (ex: Contact, Sound): Contact
Potential Pokémon With This Move:

Justification: Although Sizzly Slide is not in Gen 8 or Gen 9, the data for it does have its BP reduced to 60, much like Grassy Glide in Gen 9. So I figured, why not make it sun's version of Grassy Glide? Torkoal could also pull off some shenanigans with this move in conjunction with Drought

Name: Sappy Seed
Power: 100

Effect: The user grows a gigantic stalk that scatters seeds to attack the target. The seeds drain the target's HP every turn.
Priority: 0
Flags (ex: Contact, Sound): Bullet (the move is called Fast-Growing Bomber in Japanese, and the animation shows the seeds exploding)
Potential Pokémon With This Move:

Justification: Another one of the Eevee moves from LGPE. No adjustments here, the stats are taken straight from its in-game data from Gen 8 onwards.

Name: Sparkly Swirl

Type: Fighting / Flying | Electric / Flying | Fairy / Flying
Abilities: Dancer / Muscle Memory (Scrappy) | Dancer / Muscle Memory (Fluffy) | Dancer / Muscle Memory (Fairy Aura)
New Moves: none
Removed Moves: none
Justification: If Sensu got a real ability, why shouldn’t the other Oricorii? The new abilities (and typing changes for the bad ones) make the funny dancing birds much more threatening in the upper echelons of society. I’ll talk about the changes made to each form separately.
Baile: Rejoice, for Oricorio-Baile is no longer locked to boots! Fighting/Flying lowkey makes way more sense than Fire. Aside from shedding its crippling geophobia, it gains a pretty solid ability in Scrappy. This would be good at killing a theoretical very good Steel/Ghost type!
Pom-Pom: Oricorio-Pom-Pom is already, like, the good one. It’s legally UU, even if it’s not by usage. And now it’s Even More Good! I’m sure I don’t need to say how good of an ability Fluffy is. Also, it’s the anti crab moment of all time that I made completely unintentionally
Pa’u: Poor Pa’u has always gotten the short end of the stick. Even with Quiver Dance, it’s been relegated to the depths of PUBL in gen 9. One may ask how you fix such a cringe mon. The answer is surely to just turn it into a budget Xerneas, right? A billion times better of a defensive typing, Fairy Aura, it’s a really big buff to such a bad mon.

I love writing essays for justification!

Effect: If the holder moves last in a turn, the power of their physical | special moves are multiplied by 1.3x.
Can Be Knocked Off: Yes
Ignored by Klutz: Yes
Fling Power & Effect: 10 BP
Justification: Analytic's a cool ability that has had exactly one good user in the 13 years since it was released. Focus Band is an item that has never been used literally ever on account of it being infinitely worse than Focus Sash at everything except making one guy really pissed 10% of the time. And I thought hey, Focus Band, Focus Punch, probably not too much of a stretch to turn it into Analytic Item, right? Added the special one because I don't want special attackers to have any bands. Their wrists will be unadorned.

Justification: Crit moves being added means these abilities have a better niche, but are still mediocre. Now they have a strong effect that happens to make its users good momentum stoppers. Hisui-Goodra greatly enjoys this ability for the amount of neutral hits it can now switch into. Seperate submission from Battle Armor.

Potential Pokémon With This Move: Slowbro-Galar, Slowking-Galar, Muk, Muk-Alola, Overqwil, Toxtricity, Dragalge, Qwilfish
Justification: I love Core Enforcer, and, while the flavour is pretty specific, I wanted to mimick it (and a 100 BP Dragon moves is scary). Core Enforcer is better in BH where abilities matter a lot, but it can be pretty useful here (let's imagine you hit a Breloom or a Azumarill...).

New stuff:

Name

Flags (ex: Contact, Sound): /
Potential Pokémon With This Move: lol
Justification: I'm trying to make this move better without making it too similar to canon, or without making it Hidden Power 2. So it's basically less powerful but widespread Revelation Dance, and it allows for offensive Tera users (and afaik it doesn't break anything, Dragapult and Dragonite are primarily Dragon so it should be fine, otherwise I think it's all good? Maybe Iron Valiant would be annoying with it?)

Potential Pokémon With This Move: Iron Thorns, Iron Hands, Thundurus, Toxtricity, Rotom, Eelektross, Raichu, Iron Leaves
Justification: Trying a different twist on a good physical Electric STAB. This one requires Skill Link or Loaded Dice to be really good, so welp, Iron Thorns buff? And overall some mons get a good STAB.

:absorb-bulb: :cell-battery: :snowball:
Name: Absorb Bulb/Cell Battery/Snowball
Effect: Raises holder's Sp.Attack/Attack/Attack by 2 if hit by a Water/Electric/Ice-type attack. The holder takes 0 damages from the attack. The user gets damages reduced by 50%. Single-use.
Justification: These items are realistically never used at all, if ever. Let's not lie. Even if you have an Item clause, you'll need to have many, many, many items unavailable before ever considering one of these. So here they are, better than ever, granting a one time immunity as well as a better boost. Still is huge competition for an item slot.

Name: Spice Sandwich
Effect: If held by Mabosstiff, its Speed is x1.5, and takes x0.75 damages from Fighting and Steel damages.
Can Be Knocked Off: No if Mabosstiff; Yes otherwise
Ignored by Klutz: No
Fling Power & Effect: 30 BP, N/A
Justification: Mabosstiff finally gets a needed buff! The spices were quite effective, and now it's back to a better state than before. And the little damage reduction is nice to have.

Name: Indecisive Orb
Effect: The holder's move have x1.2 BP, but it cannot select the same move twice in a row.
Can Be Knocked Off: Yes
Ignored by Klutz: Yes
Fling Power & Effect: 30 BP, inflicts Torment
Justification: Torment items from Sylvemons are back, with a little twist. Now, it acts more like a Life Orb than a Choice item, as well, I like them but I find the x1.2 Speed to be a bit funky. Like OG Torment items, interesting on every sweeper with setup, that has at least a bit of bulk and doesn't want it reduced by Life Orb recoil.

New stuff:

Resub:

Name
: Long Reach
Effect: This Pokemon's attacks do not make contact with the target. Non-contact moves have their BP x1.2 (only moves that weren't contact before).
Potential Pokémon With This Ability
: Decidueye, Meowscarada, Noivern, Salamence, Staraptor
Justification: Finally a reason to use Long Reach! I also like the concept, but let's be honest, when Protective Pads does the same job... Anyway, the boost is weaker than Tough Claws because many good moves are affected, but it makes the ability interesting.

Name: Anticipation
Effect: On switch-in, this Pokemon shudders if any foe has a supereffective or OHKO move, and raises its highest stat by one stage.
Potential Pokémon With This Ability
: OG distrib
Justification: Giving a useless ability a useful role. Now, it's actually worth using at all.

New stuff:

Name

Effect: This Pokemon's Attack is raised by 1 stage if hit by a Dark-type move; Dark type immunity.
Potential Pokémon With This Ability
: (Gallade, Lucario, Arcanine), Iron Leaves, Ceruledge, Armarouge, Chesnaught
Justification: Knock Off immunity? Taunt immunity? Ceaseless Edge immunity? Sucker Punch immunity? All in one ability? Yes, it would definitively make Justified worth using at all.
Resub:

:sm/magearna:
Name: Magearna
Type: Steel/Fairy
Abilities: Soul-Heart
New Moves: N/A
Removed Moves: Stored Power, Spikes, Shift Gear, Trick, Draining Kiss
Justification: Gen 7 Magearna was balanced, so with this nerf, it should be balanced too. I kinda like AV Magearna, and offensive sets shouldn't be too overbearing without many of its tools.

:sm/gogoat:
Name: Gogoat
Type: Grass/Steel
Abilities
: Sap Sipper/Grass Pelt
New Moves: Shift Gear, Spin Out, Iron Head, Spikes, Knock Off, Gyro Ball, Grassy Glide, High Horsepower
Removed Moves: N/A
Justification: Cope Ferrothorn and Kartana in the same mon! Now, it can assume defensive roles and act like Ferrothorn, with tools like Knock Off, Spikes, Milk Drink, but it can also assume a more offensive role with Shift Gear and Iron Head, as well as Spin Out acting like an interesting STAB.

New stuff:

:sm/zacian:
Name: Zacian
Type: Fairy
Abilities: Steadfast
New Moves
: Moonlight, Stealth Rocks
Removed Moves: Swords Dance, Close Combat, Wild Charge
Justification: Gonna cook with this one. Zacian-H is D rank in SV Uber, because it's just like... bad. So let's try to give it a spin here. Losing Intrepid Sword for Steadfast is a huge nerf per se, and without Swords Dance, it loses its way to setup (has to use Howl now). Close Combat removes a powerful STAB option, in favor of Sacred Sword with 30 less BP. Sure, it should be balanced, but what niche can it occupy in OU, you may ask? The answer is simple: we have a lot of offensive Fairies, we have a lot of bulky Fairies, but we don't have a lot of bulky non-passive ones. So Zacian can occupy this niche with Moonlight and its good 92/115/115 bulk, as well as boasting a 138 Speed (only tying with Zamazenta-H, and outsped by Dragapult, Regieleki and both Electrode), as well as having a good 120 Atk. Overall, it should be fine and occupy its own niche.

Name: Articuno-Galar | Zapdos-Galar | Moltres-Galar

New Moves:
:articuno-galar: Heat Wave
:zapdos-galar: High Jump Kick, Blaze Kick, Throat Chop
:moltres-galar: Roost
Removed Moves:
Justification: Gotta try a different approach compared to Joltemons on those 3. Articuno-Galar gets a life changing ability as well as coverage to allow it to not get hardwalled by Steels anymore. Zapdos-Galar is still good, but Iron Valiant etc existing makes its life rough, so here's a bone thrown at it. Moltres can abuse the dangerous Berserk + Roost combo, or instead be an all around good wall, abusing Intimidate to patch its low Def.

Justification: I'll be the first to admit I don't get why everyone is so obsessed with trying to buff Hisuian Avalugg, so this isn't a buff to that so much as it is throwing a bone to snow as a playstyle (and also to Weavile), because right now the best snow core is made of two non-Ice-types, which is funny but also kind of depressing. At this point snow should just boost Ice moves the way sun and rain do their respective types, but given that that's beyond the scope of this mod, here's a little something to make up for it. Physical Ices get an actual move (Icicle Crash does not count), and our two Slush Rushers are extremely potent with it. Lowered the flinch chance to make it less obnoxious on fast things, but kept it around so Cetitan can use it with Sheer Force. Added the wind flag because it's literally called Mountain Gale, come on.

Well now you don't just have to rely on Gholdengo for that, and when the lower tiers roll around you'll have options there too. Also, I hate that Wind Power sucks so bad in comparison to Rider, so now they're equals. Iron Jugulis is actually pretty funny with this - Tailwind effectively becomes special Shift Gear for it, which is cool.

Justification: Hey, remember Baton Pass? Stop throwing tomatoes at me and hear me out. Baton Pass but it's not a snowballing monstrosity nightmare. The listed Pokémon are not only very fitting for the Ability, but generally are just weak enough to not be broken with this while just strong enough to still pose a threat with a free boost or two, save maybe Meloetta who can be removed at council's discretion. All of them have further setup too, save Tsareena.

Name: Sunblock | Sand Veil | Snow Cloak
Effect: During sun | sand | snow, this Pokémon is immune to indirect damage and the additional effects of attacks.
Permanent: N
Mold Breaker: Y
Potential Pokémon With This Ability: :lycanroc: :salazzle: :lurantis: :rabsca: :krookodile: :moltres: :typhlosion: | Original distribution + :garganacl: | Original distribution + :weavile: :frosmoth: :baxcalibur:
Justification: Combination of Magic Guard and Shield Dust, so long as the right weather is up. Blocks the hazard-setting moves too! Nothing for rain. Rain doesn't need it.
Name: Tera Shard (Adjustment)
Effect: Functions identically. If the held Tera Shard matches one of the holder's original types, the STAB boost for that type is raised from 1.5x to 2x. The Pokémon's type cannot be changed, whether through moves like Soak or self-inflicted effects like Roost, Protean, or Double Shock.
Can Be Knocked Off: N
Ignored by Klutz: Y
Fling Power & Effect: Cannot be Flung
Justification: This accomplishes a few things. First, yay, no more mucking around with Hidden Power in the builder! (EDIT: Tera Shards have now been separated anyway, so that part of the sub is no longer relevant. Yay?) Second, I've been convinced that allowing the big STAB boost is safe because 98% of good offense Pokémon have dual STABs and they really hate losing their other even if the one gets a big bump. Also, unlike standard Tera, you can't stack the boost with Life Orb or Choice items (or even Heavy-Duty Boots), so in that context it's a much less potent effect; it's a slightly bigger boost than Life Orb with no recoil and that can't be Knocked, but for only one type, and at the price of your other STAB. This makes Tera Shard a little less one-dimensional, allowing for some potential offense users outside of Dragonite, though it's still at its best on defense. Finally, the clause about no type changing is something I forgot to specify in my original submission, but it follows from original Tera mechanics and makes Double Shock more of a thing.

Name: Iron Ball
Effect: Halves the holder's Speed and grounds it. The holder takes half damage from Fairy-type moves, and Fairy-type Pokémon attacking the holder are hurt for 1/16th of their max HP.
Can Be Knocked Off: Y
Ignored by Klutz: Y
Fling Power & Effect: 130
Justification: Dodge a Fairy weakness or gain a resistance at the cost of your Speed and item slot, punish Fairies for existing, use in Trick Room.

Name: Rusty Chain
Effect: The holder's Poison-type moves deal neutral damage to Steel-type Pokémon. It can poison Steel-type Pokémon through the secondary effects of moves, but not directly.
Can Be Knocked Off: Y
Ignored by Klutz: Y
Fling Power & Effect: 30, poisons target
Justification: Scrappy but an item has always intrigued me, and I think of all the immunities to bypass through a held item Steel's immunity to Poison is probably the most balanced. There's a mild Corrosion effect here too, but reversed - regular Corrosion lets you click Toxic, whereas here you need to fish for poisons with Sludge Bomb or Poison Touch, which I think is strong enough to make it worth running but not reliable enough to be broken.
:sv/iron-leaves:
Name: Iron Leaves
Type: Grass / Psychic
Abilities: Quark Drive / Sharpness (Hidden)
New Moves: Psycho Cut, Bitter Blade
Removed Moves: None
Justification: Now that Cutting Remark is in, this goes hard as hell. Leaf Blade + Psyblade + Bitter Blade + Cutting Remark is all you need baby. Maybe slot Swords Dance or Wild Charge somewhere. It's a resub, whaddaya want from me.

:sv/electrode: :sv/electrode-hisui:
Name: Electrode | Electrode-Hisui
Type: Electric / Normal | Electric / Grass
Abilities: Soundproof / Electric Surge / Aftermath (Hidden) | Soundproof / Seed Sower / Regenerator (Hidden)
New Moves: Electrode: Rapid Spin, Overheat, Weather Ball, Boomburst, Tri Attack
Electrode-Hisui: Rapid Spin, Overheat, Weather Ball, Apple Acid, Nasty Plot
Removed Moves: None
Justification: Another tweak to Hisuian Electrode in light of it picking up Seed Sower. Strength Sap is gone because that sounds a little obnoxious combined with Regenerator, but Regenerator itself is a huge get, making Chloroblast so much more spammable and giving it a nuke on par with Boomburst, not to mention the synergy between that and Volt Switch. It's cool! I promise it's cool. We got a bunch of Regen counterplay last slate, so if you're one of those people who just irrationally despises everything to do with Regenerator, give this one a try. It's Electrode. It still dies if you sneeze on it.

:sv/mew:
Name: Mew
Type: Psychic
Abilities: Synchronize / Protean (Hidden)
New Moves: Recover, Defog, Moonlight
Removed Moves: None
Justification: The tiniest little tweak to let Mew be a real Pokémon again. With the nerf to Protean, I think Mew has a legitimate shot at being balanced with it, letting it shed its Psychic type just the once and also not making it a menace that gets STAB on literally every move it uses. It's more of a defensive Protean user if anything, which is a really neat niche! And to add to that niche, two moves it desperately wants back, albeit Recover more than Defog. Poor thing really needs its healing. It has Life Dew, granted, but Recover is the old standard. Also has Moonlight now because I was reminded that that exists and lets it Protean into Fairy on use!

:sv/spidops:
Name: Spidops
Type: Bug / Ghost
Abilities: Prankster / Stakeout (Hidden)
New Moves: Poltergeist, Shadow Sneak, Disable, Toxic, Strength Sap
Removed Moves: None
Justification: My ex-wife Glimmora still misses me... but her aim is gettin' better!!!!!
